TITLE: “RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO DEVELOP A FIVE-YEAR BUSINESS PLAN FOR SOS CVs RWANDA SCHOOLS”

BACKGROUND

Introduction

SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of for vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operate in four locations based in Kigali, Byumba Kayonza and Gikongoro locations. In all these locations, SOS has an established Nursery and primary schools and a technical high school in both Kayonza and Kigali locations. With these schools SOS focuses on addressing vulnerability through provision of quality education to children who are critically in need.

To ensure attainment of excellence, widespread and sustainable impact, SOS children’s villages is seeking consultant services with business expertise to develop a strategic business plan that will inform the strategic direction of SOS schools for the next five years 2023-2028.

SOS that believes systemic change happens from the community level and is excited to play a role in transforming the education landscape in Rwanda. Over many years, SOS schools have contributed to addressing the educational needs of children in Rwanda and want to expand and transform the institutions into outstanding performers and expand and strengthen our commitment to providing quality technical high school education.   

In order to deliver on our goal to combat vulnerability with education, SOS recognizes the value of developing a strategic plan to assess the strengths and weaknesses of our approach and to consider the internal and external factors that influence the trajectory of our work.

SOS Children’s Villages Rwanda plans to develop a five-year business strategic plan for 2023-2028, to reconfirm the Organization’s vision and to establish a design process and approach for the effective implementation and sustainability of its mandate over the next five years. SOS CV firmly believes that its staff members, scholars, parents and key stakeholders are at the centre of this strategic business planning effort, helping to assess ways in which to strengthen the impact of the organization, providing direct input into consultations the ultimate objectives is to have SOS schools operatives on self sustainability model through a well strong and accountable social business registered under Rwandan Laws.

Expected outcomes and scope of assignment

Consultant shall prepare and complete the five-year strategic plan. This shall entail, among other things the following:

• A five-year business strategic plan with clear deliverables, key milestones, and direct guidance on implementation to strengthen SOS schools’ mission and vision.
• A five-year business strategic financial plan (costing and resources plan)
• Establish specific objectives for the communication strategy and implement tools for evaluation of the communication strategy.
• Present the draft strategic business and financial plan to stakeholders
• Final business and financial plan approved for the implementation.

• Well written proposals (technical and financial) both in English, must be sent in separate files to “sos.procurement@sos-rwanda.org “not later than 12/12/2022 at 3:00pm, local hours. Late submitted proposals shall not be considered.
