About the STELIR project
The Secondary Teachers English Language Improvement Rwanda (STELIR) project is delivered in collaboration with the Mastercard Foundation and implemented by British Council in partnership with Rwanda Basic Education Board (REB). STELIR aims to improve the English language proficiency of Lower Secondary Teachers in the Rwandan state education system to at least intermediate level, working with 6,000 in-service teachers across 14 districts, plus 1,000 Lower Secondary Pre-Service teachers in training at the University of Rwanda College of Education (URCE), with the ultimate goal of improving learning opportunities for lower secondary pupils.
Assistant Editing Consultants
In preparation for mass training to begin later this year, the STELIR project is seeking assistant editing consultants to work alongside internationally based consultant lead writers in the adaptation of English language materials for Continuing Professional Development (CPD) courses aimed at improving the English language skills of secondary school teachers in Rwanda.
Overall, materials will be adapted for the delivery both face-to-face and online at three CEFR levels A1, A2, and B1. Each online course will consist of either or 90 or 120-study hours (dependent on the level) while the face-to-face course will be 60 hours@A1-level and 30 hours@ for A2 and B1 levels.
Part 2: Terms of Reference
Assistant Editing Consultant Role Overview
The Assistant editing consultant will work virtually with the Lead materials consultant, peer reviewing work, proofreading and ensuring that the produced materials are appropriate to the Rwandan context and based on the Rwanda Education Board English syllabus and materials.
Assistant editing consultant’s duties will include:
• Attending virtual induction and planning meetings with British Council and Lead materials writers
• Peer reviewing and proof-reading materials to ensure materials are appropriate for Rwandan culture and context
• Attending a workshop as part of REB validation of materials
The assistant editing consultants will be awarded a contract for a maximum of 10 days total to complete all planning, drafting, revising and editing of course materials. However, extensions of contract days may be granted to successful consultants if need arises to attend or monitor training activities according to STELIR need.
The work will be coordinated by the British Council STELIR team and is to begin no later than:
• Part 1 face-to-face: 1st March 2023 and be fully completed and signed off by 5th May 2023.
• Part 2 remote: 14th March 2023 and be fully completed and signed off by 31st May (self-study units) and 30th June (live videoconference session plans) 2023.
• Assistant editing consultants will receive the standard British Council Rwanda daily consultant rate for their work.

Qualifications and experience required
• An English-teaching qualification, particularly in CELTA/CTESOL and/or MEd, MA TESOL or PGCE
• Background in English language teaching and training experience in Rwanda
• Background of materials development in Rwanda
• Proven track record of writing English language improvement materials for secondary teachers’ CPD
• Proven track record of teacher training and/ or mentoring experience
• Previous experience that supports understanding of the complex English language needs of secondary teachers in Rwanda.
