Organizational Context
The Associate Energy & Environment Officer is a technical position based in Kigali. The incumbent will report to the Deputy Representative (Operations) and will work closely with the energy &environment team in the Sub and Field Offices in Rwanda, the Energy and Environment unit at the Regional Office and/ or within DPSM as well as with external stakeholders in Rwanda.
The incumbent will draft the Energy and Environment Strategy for the operation and ensure that it is implemented and adjusted as required to ensure that all camp based refugees in Rwanda have access to energy, the environmental impact in all the 6 refugee camps is reduced. The incumbent will head the Energy &Environment unit and will manage the team and ensure that energy and environment issues are mainstreamed within the UNHCR Rwanda operation and within internal guiding frameworks such as the COP, MYMPSS and the Comprehensive RefugeeResponse Framework (CRRF).
Accountability
Energy programs are designed according to outcomes of baseline assessment and feasibility studies and following the UNHCR Global Strategy for Renewable Energy and Environmental Sustainability.
Appropriate partnerships are identified on energy and environment for the operation in the camps.
Specific projects are designed and piloted on energy for cooking, lighting and powering, including renewable energy, with a view towards enhancing self-reliance, education, and protection..

  Responsibility
• Develop in collaboration with senior management and Technical Experts at the Regional Officer and/or HQ and roll out the UNHCR Rwanda Energy & Environment strategy based on needs assessment for infrastructure and domestic energy needs for refugees and host communities; as well as plans on engagement of private and public sectors which will reinforce the UNHCR energy & Environment portfolio through efficient, sustainable and innovative activities that are in line with national energy policies, market realities and UNHCR global renewable energy strategy;
• Collect and analyze existing data and information concerning the status of the environment in the refugee-hosting areas;
• Identify environmental assets and threats related to the environment and establish management plans and SOPs to minimize environmental impacts;
• Assess environmental conditions in the camps, and assess how and to what extent those situations are affected by the presence of refugees. Define key areas of environmental concern (e.g. deforestation, land degradation, soil erosion, water conservation, biodiversity, wastes, etc.);
• Liaise with technical sectors (shelter, sanitation, water, livelihoods, CBI, etc.)with a view to minimizing environmental impacts associated with their projects and activities. Where necessary propose environmental projects to rehabilitate initial environmental damage and generate a sense of responsibility among refugee populations;
• Propose measures for reducing or arresting the impact of refugees on the environment;
• Devise a strategy for monitoring the environmental impact of refugees and refugee activities;
• Identify skill and knowledge gaps related to environmental issues among UNHCR and partners, including refugees and locals and address these through training and capacity building;
• Prepare a report and make recommendations which need to be followed up in the care-and-maintenance phase.
• Develop and strengthen partnerships with other agencies, donors, NGOs and the private sector and engage in bilateral or multilateral fora to increase awareness of the energy needs of refugees and encourage their inclusion in energy-related development planning.
• As needed, assist with the identification, selection and management of technical experts and prepare specifications, designs and terms of reference for the implementation of energy systems
• Coordinate the assessment of Energy & Environment pilot projects, and their potential for expansion with the 6 camps and host community areas.
• Provide technical support and guidance to the Field-based Energy and Environment teams.
• Identify suitable partners and coordinate activities to promote suitable cooking options and environmental rehabilitation in the camps;
• Oversee and coordinate energy activities conducted by implementing partners and contractors in Rwanda;
• Assist in conducting stakeholder consultations, including refugees, existing Partners, key government stakeholders.
• Ensure implementation of adequate monitoring and evaluation system for renewable energy activities in consultation with concerned stakeholders, including standardization of short frequent test intervals;
• Stay informed of all governmental/national electrical/renewable developments to assure legal and advantageous energy incentives are explored.
• Ensure that minimum best practices are met to ensure compliance with health and safety standards across all camps in the implementation of energy efficient technologies.

  Minimum Qualification
• Education: Master’s Degree or equivalent in energy and environmental studies or other related fields. University degree with specialized experience on energy in similar organization/s, may be considered in lieu of a Master’s degree international relations or related fields required.
• JobExperience: At least 5 years of relevant professional experience in the energy sector and in project administration
• Suitability to undertake the responsibilities mentioned above at the required level
• Able to perform work independently in own field of specialization, equipped with knowledge and experience of multiple disciplines
• Excellent oral and written communication skills in English
• International experience working in development in several countries
• Fluency in English and working knowledge of another relevant UN language or local language.
