5 Background
Trafficking in Persons (TiP) situations occur within and across Rwanda’s borders, with women and girls subjected to sexual and labour exploitation constituting most of the Victims of Trafficking (VoT). Since 2014, Rwanda declared a zero tolerance to trafficking, and in 2018, the Government of Rwanda (GoR) passed National Law No. 51/2018 relating to the prevention, suppression, and punishment of trafficking in persons and the exploitation of others. In the same year, the Ministry of Justice (MINIJUST), in collaboration with the International Organization for Migration (IOM), commissioned the first-ever research report on the trends, root causes and impact of trafficking, which found that Rwanda is a transit country, and to a lesser extent, a country of origin for VoTs. In response, IOM Rwanda, with the support of the Government of Japan, and in collaboration with GoR, is currently implementing a project entitled ‘’Strengthening Migration Management Systems for Enhancing Border Security in Rwanda’’ which aims, among other objectives, to better inform people on the move and population living in border communities on TiP risks, prevention and victims identification, and to ensure that this knowledge can be proactively applied by relevant stakeholders to screen for TiP situations and identify and refer actual/potential victims for proper care and assistance.
In order to implement the awareness raising component of the intervention, IOM is currently recruiting three eligible Implementing Partners (IPs) in Rwanda to conduct awareness-raising campaigns in Rubavu, Kirehe and Nyagatare districts on TiP, utilizing the national awareness raising toolbox on counter-trafficking. The IPs should be either Non-Governmental Organizations (NGOs) or Civil Society Organizations (CSOs) currently operating in Rwanda, and should have prior experience creating and disseminating messages on TIP.
6 Specific Tasks
Each selected IP will be expected to conduct the following activities within the district of intervention:
7 Expected Results
Each awareness raising campaign is expected to reach at least 20,000 people per each of the targeted districts (Rubavu, Nyagatare and Kirehe), with a particular focus on women and girls. Through the awareness-raising campaign beneficiaries will be provided with the knowledge and skills needed to protect themselves from becoming Victims of Trafficking (VoT) and to report potential cases of TIP.

One month (13 November – 12 December)
9 Indicative Budget
Maximum 15,000 USD / per district including staff and other administrative costs. Overhead is not eligible. The applicant is expected to submit the breakdown of the budget using the budget template attached (Annex C)

Applicants will need to demonstrate their capacity to implement the activities above in one of the three districts. Partial applications for individual activities will not be considered.
All applicants will receive written notification upon completion of the selection process.
IOM reserves the right to decline disclosing the decision-making process made IOM mission due to reasons related to confidentiality.
IOM reserves the right to accept or reject any Expression of Interest (EoI), and to annul the selection process and reject an EOI at any time, without incurring any liability to the affected Implementing Partners.
