Background 

The Government of Rwanda received financing from the African Development Bank towards the cost of establishing the Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE) funded as a project hosted and implemented by the University of Rwanda (UR). It is intended that part of the funds of this loan will be applied to eligible payments under the contract for the consultancy services to deliver the academic services under the CEBE project. The university invites interested individual consultants experienced and capable to express their interest in providing the following services. 

Objective

The objective of this assignment is to develop training material and deliver a Master of science training in Health Informatics. 

  • General Requirements 
  • Demonstrated experience of two years in teaching the module or similar modules
  • Education background at PhD or masters with experience, in the field related the modules to be taught;
  • Previous experience working in Rwanda (or similar context) highly desirable;
  • Cultural sensitivity and strong inter-personal skills essential;
  • Demonstrated facilitation and training skills required;
  • Management, planning, coordination, organization, and facilitation skills
  • Flexibility and complete availability for the duration of the assignment
  • Spoken and written fluency in English is a requirement;
  • Flexibility, tenacity and results-oriented approach essential for success;
  • Experience of working in low resources settings. 

Design of Teaching Materials and Mode of Module Delivery 

The Consultant will employ rigorous and varied methods of teaching and research to achieve this task. The mode of delivery shall ensure that there is transfer of skills to the trainees for sustainability purposes. The Consultant should demonstrate professionalism, integrity, and ethics in delivering the modules. 

Expected Outputs/Deliverables 

The consulting must offer the following expected outcomes:

  • Competent learning materials consistent with the needs of health informatics and medical practice in Rwanda and the region.
  • Developed adaptive graduates in health informatics with knowledge of utilizing acquired skills to promote the e-health.
  • A report on student performance and suggestion for improvement.
  • Developed Graduates with adequate knowledge, capability, and competencies of applying acquired skills to lead meaningful research to solve the problems specifically at the health informatics.
  • The graduate’s outcomes meeting the requirements designed in the program learning outcomes.
  • Training materials consistent with international standards within multi-disciplinary health informatics.
  • Developed local and regional students with a knowledge and thought of pre-curriculum research capability using acquired theoretical framework. 

Responsibilities 

The consultant is expected to undertake the following tasks based on the CEBE

approved objectives and content of the modules:

  • Design teaching materials for the specific modules;
  • Deliver applied for module(s) in the Master’s program of Health Informatics in collaboration with University of Rwanda academic staff. 
  • Period of Performance 

The contract period will be between One to Three weeks maximum for each module, and the estimated start date will be middle of February 2023. The consulting services will start from the date the contract becomes successful and will based on the period in which a given module is to be delivered. The consultant must cover the assigned module in accordance with the training schedule.

To better reflect its mission and scope coverage, the consulting service will be offered from the date the agreement for the consulting service becomes efficacious. The consultant must develop the teaching material according to academic curriculum and relevant resources to complete the set terms of reference. 

  • Reporting Requirements 

A detailed work plan with clear deliverables and milestones must be submitted within 2 weeks of the contract agreement. The consultant will be requested to report the progress and performance according to the contract. The consultant must submit the students’ performance report at the end of each assessment period with a proof of module realization in accordance with academic schedule. The reports should be addressed to the body in charge.  

Skills Transfer 

The consultant will be experienced in health informatics or related medical specialty and teaching material development to empower the health informatics professionals to use their knowledge of sciences and e-health and focus their effort on unmet health sector needs of the region and reflect on the concerned issues. The Consultant will be required to transfer skills during the period of execution of the assigned tasks.

PhD degree in Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years in conducting training in health information systems.

Decision Support Systems and Clinical Workflow

PhD in data science, Health Informatics, Computer Sciences, Public Health, or related field with minimum of 2 years of experience in decision support system, health data analytics or related field.

Healthcare Management, Organization and economics

PhD in Medicine, Public health (or related filed) with a minimum of 2 years of experience in Health Economics.

Note: A consultant can apply to one or three modules/training above mentioned.
