1. The University of Rwanda (UR) received financing from the African Development Fund hereinafter called the Bank towards the cost of establishing the Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE) project. CEBE project intends to apply part of the proceeds towards the payments of the contract for the design, supply and installation of indoor and outdoor signage to the UR- CEBE. For this contract, the borrower shall process the payments using the direct payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for investment project financing, except for those payments, which the contract provides to be made through a letter of credit.

2. UR-CEBE now invites sealed bids from eligible bidders for the design, supply and installation of indoor and outdoor signage to its building as detailed in the bidding document. The tender is comprised by only one (1) Lot mentioned and described above.

3. Interested eligible bidders may obtain further information from the University of Rwanda - Single Project Implementation Unit (SPIU) - Kicukiro Campus, Kigali - Rwanda Procurement Office. The contact person: CEBE Procurement Specialist and inspect the bidding document or e-mail to urspiuprocurement@gmail.com copy to cebeprojectcoordinator@gmail.com and emmusango@gmail.com.

4. The information might be obtained from 09:00AM to 05:00 PM hours Kigali- Rwanda local time at the address given above.

5. The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the mentioned address and upon payment of a non-refundable fee of Frw 10,000 or in a convertible currency. The method of payment will be direct deposit to Rwanda Revenue Authority (RRA) account (Non fiscal Revenue). The document will be sent by email or courier.

6. Bids must be delivered to the mentioned address below on or before 11th October 2023 at 10:00 AM Kigali Rwanda local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend. The bids opening meeting will take place physically at the mentioned address on 11th October 2023 at 10:30 AM Kigali - Rwanda local time.

7. All bids must be accompanied by a Bid Security of Frw 2,000,000 or any easily convertible currency.

9. Bidding will be conducted through the Open Competitive Bidding (national) method and shall be carried out in accordance with the Law N° 031/2022 of 21/11/2022 governing public procurement in Rwanda and is open to all eligible bidders.
