Since December 2022, SOS Children’s Villages in partnership with Dental Health without Borders increased effort to raise awareness among children in Rwanda by contributing to the implementation of the National Oral Health Strategic Plan.

In order to convey oral health messages to all the school children in Rwanda, SOS Children’s villages in Rwanda wishes to develop educational materials to raise awareness by supporting the second strategy of the National Oral Health Strategic Plan implementation. (To raise awareness and advocacy on the issues of Oral Health in Rwanda).

SOS Children’s Villages in Rwanda has chosen short videos, comic books and manual for school health clubs as an effective way to convey messages to children in an effective and appropriate way to the children. Those materials will be developed in collaboration with Rwanda Biomedical Centre, Ministry of Education and other potential partners who will provide relevant inputs MINEDUC will provide a final approval to all documents.

The assignment

SOS Children’s Villages in Rwanda is seeking the services of a competent production house/producer to produce educational materials divided in two lots. Lot 1 is animation videos whereas Lot 2 is comic books and a manual for Health clubs. All the materials should be designed for and children friendly to enhance a better learning and understanding of basics of oral health promotion and prevention.

Deliverables

• LOT1: Animation Videos with the below details:

1. Number of videos: 3
2. Length: 60 to 90 seconds
3. Type: Animation audio-visual
4. Content: Healthy Diet for teeth, Proper tooth-brushing, Good and bad oral health practices
5. Language: Kinyarwanda

• LOT 2: Comic books and Manual for school health clubs

2. Number of pages: 15 pages
3. Content: Impact of diet on teeth, Proper tooth-brushing, Good and bad oral health practices

Manual

Re-design and adaptation to the children’s clubs of the existing manual for teachers

Paper: Inner paper glossy 130gsm, Cover glossy 250gsm

Production Quantity: 150 copies 

In consultation with the project Officer and the World dental federation (It is recommended to seek inspiration https://www.fdiworlddental.org/mouth-heroes-schools, the key tasks of the production shall include:

• Planning and developing a production schedule
• Writing the script for the videos and comic books
• Presenting to SOS Children’s Villages for approval
• Proceeding with production
• Editing the final production to suit visualization standards
• Presenting it to SOS Children’s Villages in Rwanda for approval
• Presenting it to RBC and MINEDUC for final approval 

Requirements

LOT 1:

• A detailed financial offer
• A national company registered in Value Added Tax.
• Having RDB registration certificate.
• Having a physical address.
• The company should have a competent team composition with all relevant skills for the assignment. The proposed staff should have bachelor’s degree in dental therapy/Dental Surgery Journalism, communication, Design, branding, video Editing and animation.
• Having three years of experience in related fields.
• The company should submit signed CVs and degrees of the team members
• At least 3 recommendations letters/ to whom it may concern or final work certificates from reputable organizations.
• Provide 4 samples video animations from their previous work, preferably in recent years.
• Having experience in producing health related animation videos
• Provide other samples of audiovisual productions including but not limited to Photos, Short Videos, Highlights videos of events, and documentaries.
• Having an audio production studio and well-established music producer to work with at least 3 years of working experience.
• Having updated programs with licence of animation/generic and special effects (example: Adobe Master Collection; Premiere, Photoshop, InDesign, Illustrator, and other recent programs for editing;
• Having and using recent Audio-visual equipment: DSRL cameras capable to capture 4K images, Sounds, and Computers…

LOT 2:

• Present a detailed financial offer.
• Being a national company registered in Value Added Tax.
• Having RDB registration certificate.
• Having a physical address.
• The company should have a competent team composition with all relevant skills for the assignment. The proposed staff should have bachelor’s degree in dental therapy/Dental Surgery, Journalism, communication, Design, branding
• Having three years of experience in related fields.
• The company should submit signed CVs and degrees of the team members
• At least 3 recommendations letters/ to whom it may concern or final work certificates from reputable organizations.
• Provide 2 samples of comic books and manual from the previous work with reputable organizations
• Having updated programs with licence of animation/generic and special effects (example: Adobe Master Collection; Premiere, Photoshop, InDesign, Illustrator, and other recent programs for editing; 

Expected outputs

1. Presentation of the videos within the specified timeframe below
2. Presentation of the books and manual within the specified timeframe below
3. Video as specified in the assignment details above, (2 copies on DVD and we Transfer)
4. Submit the final soft copies of books and Manual. 

Duration of the assignment

Each lot should not exceed 30 calendar days counting from the sign off the contract by both sides.

How to bid

All interested companies/Production companies will submit their offers with complete supporting documentation via email sos.procurement@sos-rwanda.org no later than August 8^th, 2023 at 5:00 PM. A company/production house is allowed to bid for one or both lots however the lots should be separated and indicated in the email subject line.
