Expression of Interest (EOI) – Supply of assistive technologies used by people with visual impairment

  1. Context

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives agreed to between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Good Governance, Sustainable Economic Development, Climate and Energy, Digitalisation and Extractive Governance.

The GIZ project "Digital Solutions for Sustainable Development" (DSSD) has a mandate to advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project also aims to promote the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society. 

It is in that context that GIZ is looking for a reputed and experienced company to supply the needed assistive technologies used by people with visual impairment.

It is used by the blind people, and deaf-blind. This machine should be able to create stunning tactile maps, diagrams, text, and graphics.

Augmentative and Alternative Communication (AAC) device

Used by deaf and speech impaired people. It should provide a sound with volume control, easy sequential recording, quick level erase, built-in overlay storage, record lock, level lock, and other terrific features. Use it to initiate conversations, support daily activities, talk on the telephone, tell personal anecdotes, practice speaking and articulation, give instructions, participate in small group instruction.

Specifications:

  • Records and stores up to 45 messages.
  • At least five levels of recordings, 9 cells per level
  • Maximum of 15 seconds per core message
  • Maximum of 10 seconds per vocab message
  • Total of 9 minutes of recording time
  • Personalize each level overlay with pictures. 
  • It should include three additional core buttons for frequently used words or phrases across all levels.
  • Offers sequential recording for quick set-up and re-recording.

Screen readers for the computer allow visually impaired users to read the text that is displayed on the computer screen with a speech synthesizer or braille display.

The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation:

3.1 Eligibility criteria

Participating companies must meet the following eligibility criteria:

  • The company must have a minimum experience of 3 years in Rwanda supplying similar categories of equipment. 2 Letters of Reference from the past 3 years.  
  • The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA). 
  • The company must confirm in writing that the offer is valid until at least 8 weeks after the submission period has ended.

3.2 Technical assessment,

  • The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
  • The technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete specifications of items proposed.
  • The technical offer must indicate name, quantities and specifications of item proposed.

3.3 Financial Evaluation

  • The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
  • Financial offer must indicate the name of item proposed, unit price of each item and total price as per quantities given. The prices must be VAT exclusive, if applicable.

  • Delivery period: Please indicate your shortest period for delivery.
