EXPRESSION OF INTEREST FOR DEVELOPING A VACCINATION PREPAREDNESS TOOL TO FACILITATE THE IDENTIFICATION OF POTENTIAL TARGET POPULATIONS THAT WILL BE PRIORITIZED FOR ACCESS TO VACCINES.

TERMS OF REFERENCE

The overarching goal of the USAID Reaching Impact, Saturation, and Epidemic Control (RISE) Rwanda Vaccination and Case Management project is to accelerate widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations, mitigate transmission, and strengthen health systems to prevent, detect, and respond to pandemic threats.

SCOPE OF WORK

Leveraging the data analytics infrastructure created during the COVID-19 period, along with the pre-existing data systems, the Ministry of Health and Rwanda Biomedical Centre is expanding these infrastructures. This expansion builds on previous and current Government of Rwanda and USAID’s investments, aiming to ensure resilience by delving into the data for the purpose of improving real-time data analytics capabilities beyond the scope of COVID-19.

As part of this broader initiative, achieving efficient vaccination coverage has emerged as a critical goal. Effective planning, coordination, and implementation of a range of strategies are essential for this endeavor. To facilitate these efforts, the project is focused on developing a vaccination preparedness tool. This tool will identify potential target populations for priority vaccine access and strategize the best ways to reach them based on their geographic location and the proximity of health facilities.

The project objective is to provide a tool that allows to analyze different scenarios regarding the distribution of vaccines considering the targeted population, infrastructure constraints and vaccine requirements. The tool will be integrated into the existing GIS (Geographic Information System) Portal to make it widely available and to easily share its results.

To give tangible results, the tool requires information that will be collected and/or mapped within the scope of this project:

  1. Disaggregated population data

Different vaccinations are relevant to different age groups of the population or a certain group of the population that must be prioritized. The population data established during the Census of 2022 is disaggregated at village level to reflect the different population groups. The vaccination preparedness tool will allow to select the target population for the scenarios which is assigned to health facilities based on their geographic location and the road travel distance between the population and the nearest health facility.

  1. Health facilities’ location and capabilities

For reliable spatial analysis, the exact location of health facilities is required as well as their capacity for storage including cooling facilities, human resources, and capabilities of staff to administer vaccines. The geographic location will further inform about the distance to the population and access over the road network which is relevant in regards of accessibility and delivery of vaccines.

  1. Vaccine requirements

In order to consider vaccines in the vaccination preparedness tool, the storage and administration requirements will be collected per vaccine type.

  1. The GIS (Geographic Information System) will be used to communicate the analysis results in the form of maps and dashboards with decision makers and if relevant to the population.

THE ACTIVITIES TO BE CARRIED OUT:  

  1. Map all the health facilities' geographic locations.
  2. Map population distribution based on the newly released population census data (Census done in August 2022)
  3. Disaggregate population data based on vaccination type.
  4. Assign population to nearest health facility.
  5. Develop tools for COVID-19 and other vaccine deployment scenarios analysis based on types of vaccine, target population profile, geographic distribution, number of vaccines, health facilities locations, etc.
  6. Development of a vaccine deployment dashboard and map based on the results of the vaccine deployment scenarios analysis, which covers scenarios for COVID-19 and other vaccines.

Note: The selected service provider must ensure the transfer of skills to inclusive staff to ensure the effective use and sustainability of the developed tool.

GENERAL REQUIREMENT

  • The consulting firm should have a minimum of 5 years experience in areas of GIS (Geographic Information Systems), Geospatial Technology, and spatial data management and working in Rwanda.
  • The consulting firm needs to demonstrate a high degree of technical expertise in the development and deployment of geo-information platforms along with a track record of previous similar four (4) projects completed during the last 5 years proven by reference letters.
  • The consulting firm must have at least three key experts having at least a master’s degree in Geoinformatics, GIS, Geomatics, Geography, with minimum experience of 3 years each.
  • The consulting firm should have at least one IT Systems and Database Developer with a bachelor’s degree in information technology or related fields with working experience in GIS related technology
  • The consulting firm should demonstrate to have well-developed GIS trainings materials available both online and offline and should prove to have delivered at least 3 GIS trainings covering different GIS topics including Managing Enterprise Geodatabases, Development of Web Mapping and Mobile Applications as well as using GIS desktop applications.
  • The consulting firm should have a clear background and knowledge of the Rwanda Geospatial infrastructures ecosystem and existing Geodata (e.g. road network data, health facilities data, land use data, etc.) in different government.
  • The consulting firm should provide all official documentation as regard to its official registration, taxes, and social security compliances by providing valid tax clearance certificate and RSSB certificate and Good Standing (Non-Bankruptcy) certificate by RDB.
  • The consulting firm shall conform to existing policies, laws, regulations, and professional codes as established by Rwanda and should have permanent presence in Rwanda at least during the full implementation of the project.

LOCATION OF THE SERVICE PROVIDER:

The service provider's company must provide its full local address in the application.  

 REPORTING:

The proposed reporting format must be attached to the proposal.

INSTRUCTIONS TO BID: 

Administrative documents required:

  1. Trading License / RDB registration certificate
  2. Valid Tax clearance certificate
  3. RSSB certificate
  4. Good Standing (Non-Bankruptcy) certificate by RDB.

The Financial Proposal should contain the following. 

  • Quotation in RWF and detailed financial plan.
  • Validity period of the price (minimum one month)

 Technical proposal:

  1. Company Profile.
  2. Work plan with a clear timeline.
  3. CVs and Certificates of Experts.
  4. A plan of skills transfers to inclusive staff.
  5. Proof of experience in similar work: At least 4 good project completion certificates in the last 5 years.

OTHER REQUIREMENTS

Please submit the technical proposals separately and stamped quotations in sealed envelopes no later than Friday, March 1st, 2024, at 10:00 AM local time.
