Heifer International Rwanda (HIR) is a Nonprofit and International Non-governmental Organization with the mission to alleviate hunger and poverty, while caring for the environment through sustainable agricultural practices. In collaboration with the Government of Rwanda and other relevant partners, this project has now grown to cover the whole country to become the flagship program known as “one cow per poor family”.

Heifer International Rwanda projects focus on improving income and nutritional status, mobilizing farmers, and promoting local capacity through training of project participants, promoting market linkages for dairy value chain actors, improving the quality of livestock through artificial insemination services, empowering rural women, building resilience through sustainable agricultural practices, and connecting local communities to business development services.

Heifer International Rwanda partners with smallholder farmers to build sustainable livelihoods by empowering them to use their own energy, ingenuity, and dreams to fuel their success out of hunger and poverty. Heifer programs mobilize communities and foster the organization of associations, cooperatives and social networks while strengthening their capacity to address development challenges.

The Government of Rwanda with funding from International Fund for Agriculture Development (IFAD) and the Belgian Technical Cooperation (ENABEL) is implementing a five-year Partnership for Resilient and Inclusive Small Livestock Markets (PRISM) project. The objective of the IFAD-funded PRISM is to reduce poverty by empowering poor rural men, women, and youth to participate in the transformation of the Rwanda livestock sector and to enhance their resilience. The project is expected to establish sustainable and climate-resilient small livestock value chain systems towards improving household food security and nutrition while empowering women and youth. The objective of the ENABEL-funded PRISM project is to increase the competitiveness and profitability of the small livestock sector by providing quality products from commercial farmers and small, medium enterprises (lead enterprises). 

Both projects intend to support the intensification of climate-smart small livestock production system, support small livestock value chain development, and policy support and coordination, however, there is still a need to address and increase business linkages, which continue to persist among smallholder farmers supported by the Project and these include; a lack of sustainable access to inputs, financing, markets, skills, business services, and technology, among others. 

To address these constraints, the PRISM project seeks to implement a productive alliance activity that will facilitate the creation of partnerships through contractual agreements between commercial smallholder farmers including youth, and private sector firms. The private sector firms here include large-scale farmers, input suppliers and aggregators, and processors who are willing to partner with smallholder farmers to address the highlighted input and output markets challenges. 

The Productive Alliance activity led by Heifer International Rwanda, will ensure collaboration between lead farm/enterprises (large private sector actors) to facilitate the establishment of either production or supply contracts with targeted smallholder farmers. The lead enterprises and the farmers must demonstrate the will and capacity to enter partnerships that will address the identified market challenges. It is in this regard that Heifer International seeks to hire an individual agribusiness consultant to lead the implementation of the productive alliance activity. 

Purpose and Objective

The purpose of this document is to outline the scope of reference for the agribusiness consultant who will lead the implementation of the productive alliance activity, to facilitate the creation of partnerships between smallholder farmers (including youths) and the lead enterprises/private sector. The consultant will play a key role in fostering stakeholders’ coordination and collaboration as well as facilitating creation of sustainable and profitable partnerships for the smallholder farmers and the lead enterprises.
