JOB DETAILS:
Purpose of the consultancy
• To facilitate the national implementation of ICD-11 and ICHI in Rwanda

Organizational context
Under overall supervision of the WHO Representative for Rwanda, and the direct supervision of the WHO NPO M&E and Head of Planning Department in Rwanda Ministry of Health, the consultant will facilitate the national implementation of ICD-11 and ICHI in Rwanda.

Summary of assigned duties
Output: To facilitate the national implementation of ICD-11 and ICHI through facilitation of the five-day workshop of key health stakeholders in Rwanda
Activity 1.1: preparation of learning materials;
Activity 1.2: dissemination of knowledge through both theoretical and practical teaching sessions, which will take place during five days
Activity 1.3: elaboration of a comprehensive roadmap and final report with recommendations for the implementations of both ICD-11 and ICHI.

Deliverables
• Deliverable 1: To provide an expert technical training on the ICD-11 and ICHI for selected stakeholders from MoH, RBC, RSSB, and development partners.
• Deliverable 2: Development of an approved (MOH and WHO) roadmap for implementation of ICD-11 and ICHI in Rwanda.
• Deliverable 3: Presentation of the final report including the recommendations for the implementation of ICD-11 and ICHI.
Duration: The deliverables as mentioned above will have to be produced over 30 working days.
Education qualifications
Medical or nursing background with academic qualification at master’s degree level in relevant field of Public Health, Medicine, Hospital Management.

Experience
• A minimum of 15 years of medical education with over 20 years of practice in local and international institutions.
• Experience in development of medical nomenclature
• Familiar with the use of both the ICD-11 and ICHI
• Previous experience with electronic medical records systems or disease/procedure coding in the Rwandan context
• Clinical experience with diagnosis and treatment in a Rwandan Hospital setting.
• Hands-on teaching experience

Skills
• IT solutions in healthcare management including the implementation and use of electronic medical records (EMR) and the international classification of diseases (ICD).
• Past experience in leadership and management is an added advantage.
• Working proficiency in English, French, and Kinyarwanda.
Type of consultancy
An Individual local consultant will be required for this assignment
