Consultancy Opportunity - Livestock Methane Inventory Consultant

CONSULTANCY SPECIFICATION 

  • Title: Livestock Methane Inventory Consultant
  • TimeframeThis consultancy is expected to be implemented within a timeframe of two years with a maximum level of effort of 160 working days starting from August 1, 
  • Duty Station: Kigali, Rwanda for local hire and elsewhere with a couple of visits to Rwanda for international hire
  • Contract type: National/International employment contract
  • Reports: Project Manager 

PURPOSE OF CONSULTANCY 

SNV is hiring the Livestock Methane Inventory Consultant for the anticipated Climate & Clean Air Coalition (CACC) project. Reporting to the Project Manager, the hired incumbent will be supporting the Government of Rwanda to develop a methane strategy for the livestock sub-sector sector and formulate a funding proposal for upscaling the anaerobic digestion of livestock manure. 

DELIVERABLES

The Livestock Methane Inventory Consultant is expected to support the Government of Rwanda to:

  • develop a Tier 2 emissions inventory for the livestock subsector (dairy cattle, swine, goats, poultry, sheep, etc.) by the end of the project.
  • endorse a methane strategy for the livestock sub-sector (cattle and small ruminant systems) by the end of the project or soon after.
  • adopt a MRV framework for the livestock sub-sector by the end of the project or soon after.
  • submit a project proposal to address emissions of Short-Lived Climate Pollutants (SLCPs), particularly methane, through the adoption of modern anaerobic digestion to potential climate funding mechanism by the end of the project or soon after.

EDUCATION/EXPERIENCE REQUIREMENTS 

Qualifications:

  • A minimum of a master's degree in environmental science, agriculture, or a related field.
  • Hands-on experience in environmental monitoring and greenhouse gas emissions assessment, with a specific focus on methane emissions in the livestock sector.
  • Experience in designing and implementing methane monitoring programs, preferably in agricultural settings.
  • Proficient in data collection and analysis techniques related to methane emissions, including the use of emission factors and advanced statistical methods.
  • Familiarity with agricultural practices, animal husbandry, and the factors influencing methane production in livestock.

Knowledge:

  • In-depth understanding of methane emission sources in the livestock sector, including enteric fermentation and manure management.
  • Knowledge of relevant national and international emission inventory protocols and methodologies.
  • Skill in using modelling tools and software for emissions estimation and inventory development.
  • Knowledge of local, national, and international regulations related to greenhouse gas emissions in agriculture.
  • Ability to explore and implement innovative technologies or practices for mitigating methane emissions in the livestock sector.
  • Flexibility to adapt to evolving methodologies, technologies, and regulatory frameworks in the field of greenhouse gas emissions.
  • Ability to train government staff to implement methane reduction initiatives. 

ASSIGNMENT TASKS AND TIMEFRAME 

This assignment is expected to be implemented within a timeframe of two years with a maximum level of effort of 160 working days starting from August 1,  2024 and should be completed by end of August 2026.  The below table outlines estimated level of effort for each task.

HOW TO APPLY

  • Well written technical proposal (3 pages maximum), including your past experience in similar assignments, understanding of the current assignment, and how you plan to carry out the assignment/methodology;
  • Proof of completion of similar assignments within the last 5 years;
  • Financial proposal - provide your daily consultancy rate in RWF or USD including applicable taxes;
  • Proposed timeline for the assignment.

PROPOSAL EVALUATION CRITERIA

The following criteria will be employed for the evaluation of the proposals:

  1. Essential Criteria
  • Applicant must be a legally registered consulting firm / or individual in Rwanda or outside of Rwanda with a minimum of 3 years of operation completed (validated by audit/tax clearance reports).
  • The applicant must meet the minimum qualification and years of experience, as mentioned above.
  • The bid must be submitted in one consolidated file, made by the technical and financial proposals, and the following documents must be submitted:
    • Organizational profile or individual’ s consultancy and other relevant experience background
    • Team composition and the working days, as per ToR
    • Updated CVs of the 4 team members, highlighting their qualifications and experiences.
    • Proposed activities and plan and responsibility division among the team members. 

If the above two must criteria are met, then the bid shall enter further evaluation.

  1. Technical criteria for evaluation (weightage 70%)
  2. Financial evaluation criteria (weightage 30%) 

VETTING

SNV carries out rigorous background and reference checks concerning possible safeguarding incidents for all candidates applying for International determined positions. As SNV participates in the Inter-Agency Misconduct Disclosure Scheme, all reference checks include a request to past employers to fill in a questionnaire regarding Misconduct (sexual exploitation, sexual abuse, or sexual harassment), the “Statement of Conduct". This Statement of Conduct adopts the definitions used in the Scheme.

  • Certify that all information in the proposal and all supporting documentation are authentic and accurate.
