JOB DETAILS:
Justification For The Position
• The general mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for the country's socioeconomic development by ensuring equitable access to quality education, focusing on combating illiteracy, promoting science and technology, critical thinking, and positive values.
• Professional MEL Expertise is required to ensure that results and lessons learned are available beyond the project's lifetime. The Expert will ensure the establishment of a contemporary MEL system and guarantee timely and complete data collection.
• Therefore, this position is designed to support the overall program with expertise that embraces all aspects of a contemporary MEL approach. The assessment is crucial for the sustainability and institutional memory of the TA, RP and RTP.

Objectives Of The Position
• Develop and implement a comprehensive monitoring and evaluation framework
• Develop, together with the company that will developed that baseline for AFTER II, a set of indicators
• Design and implement data collection tools, methodologies, and systems to gather relevant quantitative and qualitative data.
• Conduct regular data collection exercises and field visits to ensure accurate and timely data collection.
• Develop recommendations on how processes may be improved
• Analyse collected data using appropriate statistical and qualitative analysis techniques.
• Identify key performance indicators (KPIs) and develop monitoring tools to track progress, outcomes, and impacts.
• Provide guidance and support to project teams in establishing monitoring and evaluation plans, including defining targets, indicators, and data collection methods.
• Collaborate with SPIU managers to develop monitoring and evaluation plans aligned with project goals and objectives.
• Prepare comprehensive reports on monitoring and evaluation findings, including recommendations for program improvement.
• Present monitoring and evaluation findings to internal and external stakeholders, including RP and RTB senior management, donors, and partners.
• Stay updated on the latest monitoring and evaluation trends, methodologies, and best practices, and ensure their integration into our organisation's processes.
• Provide training and capacity building to staff members on monitoring and evaluation concepts and techniques.
• Additional activities may be upon request.

Modus Operandi
• The contract will be for a consulting position with a maxiumum number of 220 man days to be delivered at the end of 2027. The total number of days can be increased depending on the MEL needs of the project.
• The missions will be agreed upon upfront and have their TORs
• Expenses for travelling will be reimbursed according to project procedures

Minimum Desired Profile Of The Consultant
• The experts should have a Master's Degree in Economics, Statistics, Social Sciences, Business Administration, or another relevant field;
• Proven work experience as a Monitoring and Evaluation Expert, preferably in a nonprofit or development organisation.
• Strong knowledge of monitoring and evaluation methodologies, including both qualitative and quantitative data collection and analysis techniques.
• Proficiency in statistical analysis software and data management tools.
• Demonstrated experience in developing and implementing monitoring and evaluation frameworks, systems, and tools.
• Excellent analytical and problem-solving skills, with the ability to interpret complex data sets and provide actionable insights.
• Strong communication skills, both written and verbal, with the ability to present complex information clearly and concisely to diverse audiences.
• Proven ability to work collaboratively with cross-functional teams and stakeholders.
• Highly organised with excellent attention to detail and the ability to manage multiple priorities and deadlines.
• Familiarity with international development, social impact assessment, and project management concepts.
• Ability to travel to project sites and field locations as required.
• Full proficiency in MS Office suite
• Strong communication skills;
• English proficiency (spoken and written);
• French and Kinyarwanda will be an added asset.
