3. Purpose of the Job
An Inspection Manager is responsible for organizing and managing the inspection of employers and self-employed beneficiaries regarding compliance with study loan repayment regulations.
The main responsibilities of the Inspection Manager include planning, overseeing the process of inspection, producing inspection reports, and issuing inspection notifications to employers and self-employed beneficiaries.

4. Overall Objective
The overall objective of this post is to establish effective and efficient policies, procedures and strategies for the management of students’ loans through inspection, to ensure that institutions and study loan beneficiaries comply with the law governing study loans and bursaries hence achieving the strategic objective of the scheme
The role holder will be responsible for putting in place appropriate strategies within policy guidelines and regulation to conduct inspection significantly and minimize non-compliant institutions and study loan beneficiaries.

5. Main Responsibilities of the Job
a) Based on the Ministerial order determining the benefits for learners, to review and establish policies regarding the inspection;
b) To prepare comprehensive procedures manual articulating proper inspection processes and tools to be used during inspection;
c) To conduct a deep analysis of all data on students’ loans through integration with key stakeholders’ Management information systems (MIS) and establish the list of loans that are likely to be recovered;
d) Develop the annual inspection work Plan to be approved by the head of the department;
e) Coordinate and supervise all inspections being undertaken by the inspection team in all employers and self-employed beneficiaries, especially;
f) Conduct desk review to ascertain the level of compliance of employers;
g) To maintain, prepare and analyze monthly inspection reports, and set strategies for improving inspection mechanisms and tools being used;
h) Working with the communication team to conduct an awareness campaign regarding the law governing study loans and bursaries;
i) Produce the report for non-compliant institutions for recovery purposes;
j) Periodically prepare circulars for management approval and disseminate them to potential public and private employers of students’ loan scheme beneficiaries;
k) Maintain a consistent reduction of non-performing study loans through intensive inspection and come up with viable initiatives to continuously trace all loan beneficiaries;
l) On regular basis to work with CRB to ensure that non-compliant study loan beneficiaries are timely reported;
m) Undertake regular and frequent calls, inspections, and follow-ups with the public and private employers of beneficiaries of students’ loan scheme to implement remedial strategies and recommendations from inspection;
n) On an annual basis to review and update students’ loan inspection policies procedures and ensuring their compliance;
o) Any other duties assigned to by immediate supervisor as well as management.

6. Performance indicators
a) Policies, processes, and procedures with clear strategies for inspection approved;
b) Inspection tools to be used by inspection officers established and validated by management
c) Inspection team trained in conducting the effective and efficient inspection and enforcement;
d) Monthly inspection reports, and inspection notifications produced to improve the level of compliance of institutions and study loan beneficiaries;
e) List of non-compliant institutions submitted for forced recovery purposes;
f) Quarterly and annual reconciliation reports for study loan beneficiaries supposed to repay the study loan with those paying;
g) Quarterly and annual reconciliation reports for institutions not complying with the law governing study loan;
h) Number of public awareness campaigns conducted to increase the level of compliance.

8. Professional, academic qualifications and experience

Interested candidates should have the following noticeable profile:
a) Master’s degree or bachelor’s degree in accounting/Finance/Business Administration or any other related field;
b) A minimum experience of 6 years preferably in tax audit, inspection, and compliance audit;
c) Experience in audit and enforcement of statutory deductions (e.g taxes, pension and medical contribution) will be an added advantage
d) Sound skills in data analytics are an added advantage

9. Core competencies
a) Knowledge of the law governing study loans and bursaries, and ability to draft policies and procedures;
b) Good experience in policy and procedures manual designing, analysis, and staff capacity building;
c) Knowledge and understanding of inspection and enforcement processes and procedures;
d) Good communication and interpersonal skills, since the inspection manager is expected to communicate efficiently with customers or clients, as customers can be hostile or rude when dealing with inspection/audit;
e) Good negotiation skills which enable an inspector to work cooperatively with customers and resolve their non-compliance issues by applying the necessary method;
f) Positive attitude, Self-motivated, passionate, and results-oriented with the ability to work under high work pressure to delivery;
g) Possessing report writing, data manipulation, and analytical skills since the job requires dealing with various data with deeper analysis;
h) Good customer service, since the job is primarily a customer-facing role;
i) Ability to build teamwork and be adaptable to any working environment;
j) Be flexible to carry out any other reasonable task as requested by the management;
