Abt Associates Inc. is a dedicated organization that is leading the world in implementing research and programs in the fields of health, social welfare, environment and international development. Abt Associates is currently implementing the Indoor Malaria Spray (IRS) Project funded by PMI/USAID in collaboration with the Ministry of Health. The overall goal of the project is to reduce the incidence of malaria in the country.

Currently, Abt Associates is implementing the IRS project in Nyagatare, Kirehe and Ngoma districts. In order to facilitate the flow of the work in these three areas. The "Evolve Project" invites interested, registered, well-known and experienced vendors to bid for the provision of restaurant services in the following sectors:

NOTICE TO CONTRACT: RFP No: 01/017/2023

Bidding Rules: 

1. The tender documents are sealed in envelopes marked with the District and Sector or the workshop where the tender wishes to start the service. Example: " Nyagatare - Matimba"  should be delivered to the tender box at the reception of Abt Associates office in Kigali. 

2. Bidding documents can also be sent electronically to:  PMI_EvolveRwanda@abtassoc.com 

3. The person negotiating to provide the above mentioned services must be working in the  District/Sector  or where the training will be held where he/she wishes to start the service 

4. Abt Associates will make a bid based on a fixed price after determining the winner based on this announcement. The tender will be awarded to the person who has the best price and meets the requirements for supplying food as described in this 

5. The tenderer must be ready to provide these services within  20 days  of feeding the operators in the event, within  4 days  of the training of operators, within  1 day  of the training of team leaders, while  1 day  campaign training no

6. During the treatment, food and drink vendors are required to provide: Light breakfast (Agatogo) and ½ (half) liter of milk.

7. During the training, food and beverages vendors are required to provide: lunch including: rice, chips, bananas, beans or peas, vegetables, beef, soft drink (water or fanta). 

    8. Companies authorized to do business must submit the following documents as part of the bidding process:

• A copy of the Commercial Register showing your place of business District/sector
• A copy of the certificate proving that you pay the tax
• The fact that you have experience in the work is proven by the certificates issued by the companies that have done the work that confirm that they have experience in providing the work.
• Offer a fixed price that does not change or change according to the people fed and the days required as in this announcement. 

9. Qualified and willing bidders must take care of the  cleanliness  of the food and beverage/restaurant premises and must have finished serving meals to the caterers between  10:00am and 6:00am (04:00-06:00am)  during spraying, and between noon and eight (12:30-2:00pm) during  training .

10. No advance is given by Abt Associates. 

11. The original invoice submitted to the Abt Associates regional office must be submitted after every ten days of the activity or after the completion of the distribution in the workshop accompanied by the supporting and certified documents (original document requesting the vendor to provide the service/ document of 'the contract and the original list are signed daily by the parties) 

12. The deadline for submission of bid documents for each region is as follows: 

• Nyagatare District is on  03/07/2023  at five (11:00AM), the opening of envelopes is at five and 11:15AM in the meeting room at the Abt's office 

• Kirehe District is on  04/07/2023  at five o'clock (11:00AM), the opening of envelopes is at five and 11:15AM in the meeting room at the Abt office in Kigali, 

• Ngoma District is on  05/07/2023  at five (11:00AM), the opening of envelopes is at five and 11:15AM in the conference room at the Abt office in Kigali.
