1. INTRODUCTION

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.

The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda. 

For implementing this project to be smooth and successful especially for Chili value chain as an essential cash crop for many small-scale farmers. However, the excessive use of chemical fertilizers and pesticides has led to soil degradation, reduced crop quality, and health concerns.

This project aims to address these issues by introducing organic farming techniques and providing organic manure to chili farmers. 

That is why this activity outlines a proposal to provide organic manure to chili farmers to support the establishment of demonstration plots. The goal of this project is to promote sustainable and organic chili cultivation practices, increase the yield and quality of chili crops, and educate farmers on the benefits of using organic fertilizers. 

2. OBJECTIVES TO PURCHASE ORGANIC MANURE

As part of project, DUHAMIC-ADRI will provide start-up inputs package for the demo plots to Enable farmers to access good agronomy practices through the Farmer field and business schools (FFBS) platforms. Therefore, for upcoming 2024 B Season, DUHAMIC-ADRI has to support demo plot with Organic Manure. The following are the specific objectives of this activity:

1. To improve chili crop yields and quality through the use of organic manure.
2. To educate chili farmers on the advantages of organic farming practices.
3. To create demonstration plots that serve as learning centres for the community. 

3. QUANTITY OF NEEDS AND PRICE ESTIMATION

The successful bidder will be requested to supply 200,000 kg of Organic manure well decomposed. The quantity of Organic manure well decomposed to be procured are shown within below table:

The cost for this organic manure will include the transportation and distribution in Nyamagabe district on the following sites:

• Kamegeli site: 4 locations (120,000 Kgs)
• Kibirizi site:1 location (40,000Kgs)
• Cyanika site: 1 location (40,000Kgs)

Any bidder interested to apply for this tender has to fulfil the following conditions:

1. Being legally registered as Company or cooperative authorized to operate in Rwanda proven by RDB or RCA Certificate
2. Valid Tax clearance certificate provided by Rwanda Revenue Authority (RRA)
3. A proof to use Electronic Billing Machine (EBM)
4. Having an experience to supply required/similar items proven by 3 certificates of good completion
5. The bidder must prove in writing a capacity to supply all the quantity needed in a period not exceeding 4 calendar days after receiving the purchase order.
6. The proposed financial quotations shall include transport costs to all demonstrated sites and other related charges including applicable taxes. 

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Wednesday, February 28, 2024 at 10:00AM

The public opening of bids is scheduled on the same day at 10:15 AM at the headquarters of DUHAMIC-ADRI.
