About the Consultancy

Right To Play has secured funds to implement Plug-in Play (PiP) project which is a four-year project (2021-2024) funded by LEGO Foundation aiming at improving the quality of education in Rwanda for primary school learners by learning through play with technology (LtPT). The Plug-in Play will be piloted in 10 districts of Rwanda, reaching 554 public and government aided schools and 1,108 SET subject teachers. This project will support the integration and use of LtPT in the teaching of SET subjects at upper primary level, specifically P4-P6.
The basic competencies, as identified by the SET curriculum and guided by the P4-P6 syllabus and relevant to this project include science, technology, ICT, digital competency, and numeracy. Further, the LtPT approaches will also be used to target the achievement of the generic competencies, as articulated in Rwanda’s CBC, namely: critical thinking, research and problem solving, communication, co-operation, intra- and interpersonal skills, creativity, and innovation. This will be guided by the SET syllabus for Upper Primary (P4-P6).
It is in this regard, that Right To Play is recruiting an independent consultant/ consulting firm to lead the development of LtPT training package and CoP Guides for pre-service teachers.

Objectives of the consultancy
1. Document existing pre-service teacher professional standards in relation with RTP Core Competency Framework for Play-Based Learning.
2. Conduct a workshop on Mapping of TTC Curriculum with the principle of LtPT approaches in the teaching and learning of Teaching Methodology and Practice (TMP).
3. Develop the LtPT Training Framework, Trainer Manual and its participant workbook on Tinkering/Making, Robotics and Coding using Right To Play’s template, targeting TMP Tutors teaching Science, Mathematics with Education (SME) and Early Childhood and Lower Primary Education (ECLPE) student teachers.
4. Develop CoP guides targeting TTC Tutors teaching TMP for SME and ECLPE student teachers.
5. Lead the validation workshop with experts from University of Rwanda-College of Education, Local EdTech Partners, Rwanda Basic Education Board, Teacher Training Colleges, Ministry of Education, National Examination and School Inspection Authority and incorporate the feedback from validation and final review by Rwanda Basic Education Board.
6. Lead the ToT Training on developed resources.

Methodology
1. The development of the resource package will be informed by Right To Play’s approach to instructional design and our Learning through Play with Technology methodology, by best practices in Pre service education needs at the country level as articulated by country team. The final products should be fully referenced, with content clearly linked to evidence.
2. All materials developed shall be produced in English Language and should be simple in expressions. The consultant will submit an electronic version of the “Pre service training resource package in Word format, by the agreed deadline to enable copy editing and graphic design work.
3. The consultant will identify the number of training days based on the materials developed and support piloting of the resource by delivering the training of Trainers to Right To Play country office staff.
4. Right To Play Rwanda will be responsible for coordinating and supporting the exercise, in coordination with the Specialist Staff from HQ office. The consultant will keep the organization up to date throughout the assignment delivery and agree on changes to the methodology where appropriate.
5. The consultant is requested to propose their own methodology and/or approach for how they will complete all the key outputs with Right To Play.
6. The consultant will be responsible for developing resources that fit teaching and learning processes of TTCs in Rwanda.
7. The consultant will write sessions of the content according to the approved Rwanda TTC curriculum and Right To Play’s approach to resource development.
8. The consultant working in close coordination with Right To Play specialists, will ensure that the collaborative play pedagogy are strongly reflected and incorporated in the Inquiry-Based, Guided Discovery and Problem-Based Learning approaches used for tinkering/making, coding and robotics.”

Period of Engagement
The task is expected to be completed within 30 working days from the date of award of the assignment starting from July 25th, 2022.

Skills and Experiences
Required experience of the consultant
• At least a PHD holder in education or curriculum development.
• Background developing training materials, tool kits and guidance on pre-service training resources including curriculum, syllabus, and content.
• Practical experience leading pre-service teacher capacity-building efforts in Rwanda.
Desired Minimum qualification, knowledge, skills and abilities
• A good understanding of Rwandan TTC curriculum, Tutor standards and syllabus.
• Comprehensive knowledge of existing Rwandan pre-service strategies and policy
• Demonstrated experience in leading TTCs, developing Rwanda National Curriculum and Syllabus for pre-service student teachers.
• Willingness and flexibility to work within the required deadline.
• At least 5 years of previous collaboration experience working with REB in TTC program.
• Excellent spoken and written communication skills in local language and English.

Reporting Line and Logistics
1. The consultant shall work under the supervision of the Right To Play Country Training officer and Education Specialist.
2. Members of the Right To Play Global Program Development team will have an advisory and supervision roles in finalizing the project resources.
3. The consultant(s) and the relevant Right to Play project team will meet as per agreed timings at various stages of the resource development.

1. All documents and data collected will be treated as confidential and used solely to facilitate analysis.
2. Where necessary, the respondents will not be quoted in the reports without their permission.
