Request for Proposals: to Develop Transfer Price Policy and Documentation for Vision Fund Rwanda
VisionFund Rwanda (VFR) is one of the largest deposit-taking Microfinance Institutions (MFIs) in Rwanda with a mission to provide financial and non-financial services to underprivileged rural communities. VFR is a subsidiary of VisionFund International and began in 1997 as a World Vision microfinance program, and in 2004 became a Central Bank regulated MFI in Rwanda.
We provide microfinance products to empower the clients we serve, primarily vulnerable women with children and youth in rural areas. Our products provide financial services to strengthen Village Savings and Loans Associations (VSLAs) and groups. Our average loan size is US $235. Strategically, we are one of the biggest partners with World Vision Rwanda and Care International in Rwanda.
Our savings products include educational savings accounts for children and we are developing financial products targeting youth. VisionFund Rwanda’s eight branches serve the entire country. Ninety percent of our field officers' work is spent in rural areas meeting potential clients and groups. The introduction of digital solutions allows our loan officers to provide better access to financial services for our most remote clients.

Request for proposals: To develop transfer price policy and documentation for Vision Fund Rwanda
In order to comply with Ministerial Order Nº 003/20/10/TC OF 11/12/2020 stablishing General rules on Transfer pricing and all other applicable laws and regulations to dealing with resident and non-resident related party transactions; VFR is inviting qualified and competent firms to conduct a transfer pricing study and documentation according to the transfer pricing regulations in Rwanda.
The underlying purposes of the Transfer Pricing Rules are:
• To provide guidelines to be applied in related enterprises dealings, in determining the arm’s length prices of goods and services in transactions involving them;
• To provide administrative regulations, including the types of records and documentation Requirements to Support the Business Rationale for Pricing.
The consultant is expected to among other things, Review Business Framework, make Functional and Risk Analysis, Economic Analysis, and Determination of arm's length price.
Once these tasks and reviews are completed and all matters agreed upon, the consultant shall provide Vision Fund Rwanda with the transfer pricing policy document in line with the regulations as per Rwanda tax legislation with the benchmarking analysis.
Vision Fund Rwanda anticipate to award this assignment on the basis of contractor’s understanding of developing transfer pricing study and documentation according to the transfer pricing regulations in Rwanda.
