1. Introduction

3. Objective of the training

The objective of this training is to strengthen the technical capacity of the staff in data analysis and financial reporting techniques using Microsoft Excel.

The proposed training should cover the following eight topics: 

  1. Advanced Excel Keyboard shortcuts, including:
  • Ribbon navigation.
  • Navigating & and formatting cells, columns, and rows.
  • Pivot keyboard shortcuts.
  • Function keys.
  • Data conversion.
  • Other frequently used shortcuts.
  • Advanced Copy/Paste Special commands.
  1. Advanced data Sorting optionse., case-sensitive sorting, cell color & and font color sorting, sorting based on condition formatting, & and the custom sorting list.
  2. Advanced formatting techniques (including but not limited to)
  • Transformation of text to columns
  • Group, ungroup, and subtotals
  • Advanced filtering to extract unique lists, filtering using criteria & wildcard characters.
  • Conditional formatting
  • Data Validation
  • Lock cells, protect sheets and workbooks
  • Absolute, Relative & Mixed Cell Referencing 
  1. Advanced Formulas and Functions (Nested functions), including;
  • IF, AND NOT & OR.
  • ROUNDDOWN, ROUNDUP, ROUND.
  • SUBTOTAL.
  • SUMIFS & SUMPRODUCT
  • COUNT, COUNTIFS.
  • AVERAGE, AVERAGEIFS.
  • LEN. h) LEFT, RIGHT, MID.
  • NOW, TODAY, TIME, DATEDIF, MONTH, DAY, WEEKDAY, YEAR.
  • INDEX, MATCH.
  • VLOOKUP, HLOOKUP, and XLOOKUP.
  1. Formula Auditing & Evaluation – to enable proofreading & and understanding of parts of a formula.
  2. Trace precedents and dependents.
  3. What If Analysis tools (Goal Seek, Scenario Manager & Data tables)
  4. Advanced Data Analysis and Visualization:
  • Analyzing data using Pivot Tables.
  • Using slicers to filter data through pivot tables.
  • Charts, Graphs & Visualizations in Excel.
  • Linking Excel sheets and workbooks.

4. Approach, and Methodology 

The Service Provider(s) / Consulting Firm will be required to develop sessions based on this RFQ. The services to be provided by the Service Provider(s) / Consulting Firm will include, but not be limited to the following:

  • Development of a Workshop approach, annotated agenda, and materials.
  • Entry meeting with HI team to present the training package
  • Facilitating the training at an established venue.
  • Prepare and refine minutes of the Training as required to ensure these accurately reflect the actual training exercise
  • Provide recommendations and document lessons learned and best practices
  • Provide training materials and certificates 

5. Requirements for Experience and Qualifications

  • Master’s degree in advanced computing or information technology or a related field
  • Solid professional experience of at least 5 (five) years in Excel capacity building, data management
  • Expertise in teaching advanced Excel
  • Proven experience in training organizational agents
  • Good knowledge of adult training
  • Excellent proficiency in both French and English.
  • Flexibility and ability to adjust to change circumstances and needs.

6. Documents to be included when submitting the proposals

Interested service providers (individuals or companies) are invited to submit their technical and financial proposals for this assignment. The technical proposal shall include:

  • The CV of the candidate;
  • A proposed methodology for how the training program will be developed, how the lessons will be planned and delivered
  • Certification or documentation indicating the applicant’s teaching skills;
  • Any other information that the Consultant finds relevant
  • Registration certificate ( RDB or RGB) if applicable
  • Tax clearance for RRA and RSSB if applicable
  • Payment by EBM if applicable
  • Good completion certificates (3) for similar training in NGOs, Government institutions
  • Payment conditions
  • Validity of the offer
  • Bank details (Account name, account number and bank name)
  • Signed Declaration of acknowledgment of policies, ethics and adhesion to the HI code of conduct.

7. Eligibility

In order to be considered for award, firm/individual must be currently legally operating in Rwanda and able to do the training in both French and English.

8. Financial Proposal

Give us your financial proposal either per hour, Module or level depending on how you charge.

9. Evaluation criteria

HI will award a contract resulting from this solicitation to the responsible firm/individual whose proposal will be the best value for HI, price, and other factors considered. The following factors shall be used to evaluate offers:

  • Expertise and experience in undertaking the service delivery to meet the HI ’s requirements.
  • Administrative evaluation.
  • Financial evaluation.
  • Ability to do the training in both English and French languages.

10. Terms and Conditions

  • HI reserves the right to modify by written notice the terms of this solicitation at any time in its sole discretion. HI may cancel the solicitation at any time.
  • HI may reject any or all proposals received.
  • Issuance of solicitation does not constitute award commitment by HI.
  • HI reserves the right to disqualify any proposal based on company/individual’s failure to follow solicitation instructions.
  • HI will not compensate companies for their response to the solicitation.
  • HI reserves the right to issue an award based on initial evaluation of applications without further discussion.
  • HI may contact companies/individuals to confirm the contact person, address, and that the proposal was submitted for this solicitation.
  • HI may contact listed past performance references without notice to the companies/ individuals. HI also reserves the right to contact other past performance information sources that the companies/ individuals did not list in the proposal.
  • By submitting a proposal, the companies/ individual confirms he/she understand the terms and conditions.
  • Information pertaining to and obtained from the companies/ individuals as a result of participation in this solicitation is confidential. The companies/ individuals consent to the disclosure of the documents submitted by them to the reviewers involved in the selection process. Please note that all reviewers are bound by non-disclosure agreements.

 11. Submission Instructions

The applications must be prepared in English and received at the address specified below by 19th November 2023 at 5:00 pm, Rwanda Standard Time and please make sure that the submission is titled with the exact same solicitation reference number stated above.

Submissions must be forwarded in electronic format only in PDF to dao@rwanda.hi.org . Companies/individuals must not submit zipped files. Those pages requiring original manual signatures should be scanned and sent in PDF format as an email attachment. Please reference the RFQ Number and RFQ Name in the e-mail subject line.
