SCOPE OF WORK

Concept note for supply and installation of rainwater harvesting system and minor civil works, ceiling and painting works at FY-22 and FY-23 renovated and constructed Nurturing Care hubs. 

  1. Introduction:

In its first and second years, Gikuriro kuri Bose supported the community collaboration efforts and established 173 Nurturing Care Hubs (Community based ECDs) through supply of construction materials, provision of skilled labor and overall supervision of NCH buildings in 10 Districts namely Kicukiro, Nyarugenge, Rwamagana, Kayonza, Ngoma, Nyanza and Nyamasheke, Rulindo, Burera and Nyabihu. 

The renovated, constructed NCHs are playing a vital role in fostering the holistic development of children, providing a range of services, in an effort to bring the community renovated NCHs up to standard making them disability inclusive and to promote water conservation, the efficient utilization of water resources, sustainability and creating a more environmentally friendly infrastructure, this concept note proposes the integration of rainwater harvesting systems, minor civil works, ceiling and painting works at Nurturing Care Hubs renovated and constructed during the fiscal years 2022 and 2023. 

  1. Background:

Nurturing Care Hubs serve as multifunctional spaces catering to diverse needs such as education, healthcare, and community engagement. However, for NCHs to do so, it is of a paramount importance to bring the community efforts in establishing NCHs up to standards by considering the ramps at all doors to make them more inclusive, do the blackboards in all classrooms, renovation works including plastering, pavement, finishing works (amabaho), ceiling and painting works and ensure availability of water by installing rainwater harvesting system. 

  1. Objectives: 

The overall objective of the project is to support the established NCHs with rainwater harvesting systems, this tender has four (4) lots. CRS will ultimately select up to 4 service providers (One service provider per lot) through this tendering process. Below are the objectives:

  • To install rainwater harvesting systems at Nurturing Care Hubs
  • To harness rainwater as a sustainable water source for various purposes within the NHCs.
  • To reduce dependence on external water sources and contribute to water conservation efforts.
  • To create awareness among the community about the importance of sustainable water management and promote environmentally responsible practices.
  • To do the ramps at all doors to make the NCHs more disability inclusive, do the blackboards in all classrooms, do renovation works including plastering, pavement, finishing works (amabaho),
  • Do the ceiling and painting works.

a. Scope:

The project will encompass the supply, installation, and integration of rainwater harvesting systems at selected Nurturing Care Hubs renovated or constructed in fiscal years 2022 and 2023. The systems will be tailored to the specific needs and capacities of each hub. 

The following are some of the components:

  • Rainwater Collection Infrastructure:
    • Installation of rooftop rainwater collection systems.
    • Gutters and downspouts to channel rainwater efficiently.
    • Mesh filters to prevent debris from entering the collection system.
  • Storage Tanks:
    • Construction of a stand
    • Supply and installation of appropriate storage tanks (1000 liters).
    • Plumbing works (lockable water tap, a small padlock and overflow system)
    • Integration of first flush diverters for improved water quality.
  • Distribution System:
    • Implementation of a distribution network to supply harvested rainwater through integration with existing plumbing systems initiated by the NCH, for seamless water utilization.
  • Renovation works (minor civil works):
    • To do the ramps at all doors to make the NCHs more disability inclusive,
    • Do the blackboards in all classrooms,
    • Do renovation works including plastering, plastering cracks repair if any, pavement, pavement repair if any, finishing works (amabaho and other finishing works) for the main classroom building, kitchen & toilet blocks,
    • Do the ceiling works and painting works.
  • Monitoring and Maintenance:
    • Implementation of a monitoring system to track rainwater harvesting efficiency.

b. Methodology:

  • Site Assessment: Conduct a comprehensive site assessment at each Nurturing Care Hub to determine the optimal locations for rainwater harvesting infrastructure.
  • System Design: Develop customized rainwater harvesting system designs based on the specific requirements and characteristics of each hub.
  • Hiring experienced and qualified service providers who will in turn be entitled to:
    • Supply and Installation: Procure high-quality materials and equipment for the rainwater harvesting systems and ensure proper installation by its experienced professionals.

c. Expected outcomes:

  • Rainwater harvesting system installed at NCHs.
  • Increased water availability for daily operations at NCHs
  • Enhanced community awareness and participation in sustainable water management practices. 
  1. Implementation Timeline:

This project will be implemented in a period of three months (including supply and installation of rainwater harvesting, training sessions for maintenance and sustainability of the rainwater harvesting systems beyond the project's completion, handover). 

  1. Reporting and work relationships:

For this assignment, the service provider will collaborate and report to ECD officers, IP & Cluster Coordinators and Quality Assurance Advisor.  The service provider will regularly communicate and collaborate with Nurturing Care Hub Care givers, and local communities for the success of the project.

  1. Sustainability Measures:

An implementation of rainwater harvesting awareness programs and the establishment of a maintenance schedule (quarterly) to ensure the continued functionality of the systems.

  1. Conclusion:

By integrating rainwater harvesting systems into Nurturing Care Hubs, we aim to create a positive impact on both the environment and the communities we serve.

To support the implementation of the project “supply and installation of rainwater harvesting system at FY-22 and FY-23 renovated and constructed Nurturing Care hubs.”, CRS invites interested service providers to submit their bids including the following information: Please note that responses received without the information below will not be considered.

  • Brief presentation of your company including copy of trade license, copy of valid RRA tax clearance certificate, copy of valid Rwanda Social Security Board (RSSB) clearance certificate, copy of VAT registration certificate, bid Validity period of 120days, number of staff, years in business, at least three recent completion certificates in supply of construction materials and three recent completion certificates of construction works mainly classrooms.
  • Reference list demonstrating your qualifications for participating in this possible upcoming bidding process.
  • At least one page presenting the proposed methodology to be followed while executing the assignment and proposed list of tools to be used.

What makes your company qualified for this procurement?

 

The staff assigned to the execution of the works will at least have the following qualifications:

  1. Overall Project Manager/ Engineer: with A0 degree in Civil Engineering, construction engineering with 5 years of experience in similar works, Site Engineer must be a member of Institute of Engineers of Rwanda and present a valid certificate.
  2. Plumber: A plumber with A2 diploma with minimum 5 years of experience in similar works, every district should have a qualified plumber.
  3. A technician: With A2 in construction with minimum 5 years of experience in similar works, every district should have a technician.
  4. The bidder will provide a detailed, signed and updated original CV, certified copies of degree or certificates with a statement of exclusivity and availability for each key staff.
  5. If two bidders share/ present the same staff in their offer, the one who will be proved out to have used the other bidder’s staff will be disqualified.

Financial Offer should be submitted with the following requirements/Documents:

  1. Submit your final best financial offer for each service quoted in Rwanda Francs (Rwf).
  2. The offer must be VAT inclusive. 

   N.B:

  • Bidders are free to quote for all lots, but successful bidders will be awarded one (1) Lot only.
  • For your reference, we have annexed to this tender the supplier’s code of conduct that the successful bidder will be required to sign together with the contract.
  • The site visit is not mandatory required, but for the bidder who wishes to visit the sites, he can use GPS coordinates number provided in above sheets.
