Background
Achieving the goal of gender equality, particularly with respect to inclusion, citizen’s participation, and contribution towards effective policy making processes has become a key priority in Rwanda. In line with its mission, vision, and values, Norwegian People’s Aid (NPA) believes that gender equality must be applied and promoted in all interventions. NPA’s commitment to gender equality promotion aligns to the commitment of the Government of Rwanda to ensure equal rights between Rwandans and between men and women without prejudice to the principles of gender equality in national development.


NPA has implemented the Public Policy Implementation and Monitoring Programme (PPIMA) in Rwanda since 2010. Currently, NPA supports 18 partners based in 16 districts. Along with the implementation of various interventions, PPIMA facilitates citizens’ participation and engagement with local leaders to discuss issues and priorities from the Community Score Card (CSC), a tool that is reinforced by monitoring and documenting citizens’ priorities for advocacy purpose. By advocating for specific issues and creating positive change, PPIMA believes it can build and establish more durable and equitable relationships between Government and Civil Society, leading to continued engagement and further positive change.
NPA is seeking the services of a highly experienced local consultant or firm with relevant expertise in women’s leadership to provide capacity building training that aims to increase the participation of women in local governance and decision-making processes from village to national level.

Objectives and outcomes of the assignment.
The objective of this assignment is to provide capacity training to women leaders including those who are newly elected at the district and province levels to enable them to effectively participate in local governance and decision-making. Specific outcomes are as follows:
• Facilitate participants to develop a practical understanding of the fundamental concepts and elements of inclusion, participation and representation
• Provide practical knowledge and skills practice in areas that support strategic leadership
• Provide practical knowledge on effective communication to build support for ideas and influence decision-making
• Equip participating women leaders with knowledge, skills and strategies to engage effectively in competitive systems and governance environment
• Document challenges hindering women leaders’ participation in local decision-making and advise NPA on the process of developing tools for measuring and tracking results and impact of increased women leaders’ participation in local decision-making (as per programme output indicators).

Scope of work
The consultant will engage NPA leadership and staff to discuss their ideas and proposed approach during the design phase of this assignment. To accomplish this assignment, the consultant is required to carry out the following:
• Prepare an inception report with clear timelines, methodology, training materials and delivery approach
• In collaboration with NPA and other local governance structure, identify and confirm women leaders to be trained from national, provincial and district levels
• Develop training materials and toolkit for increasing women leaders’ participation in decision making
• Conduct 2 days training for women leaders focusing on participation in local governance and decision-making processes, leadership, representation and communication
• Produce the assignment final report including: Copies of training materials, tools and action plans
• Conduct a workshop with NPA staff and PPIMA partners to reflect on supporting women leaders for effective participation in decision-making and on tools for assessing impact

Expected deliverables
• An Inception report that includes a work plan that provides an overview of the assistance approach, methodology, training plan, tools. The inception report should include a statement of expected outcomes and immediate impact from this training.
• Pre-training assessment on women leaders’ participation in local governance and decision-making at all levels.
• Toolkits with practical guidance for women leaders to actively participate in local governance and decision-making at all levels
• A set of recommendations, lessons learned and a schedule for post-training activities by which NPA and MEL will be able to measure improvement resulting from this assignment.
• A report that summarizes all the deliverables and recommendations (Training materials, attendance sheets, and evaluations forms.)

Education background and experience
• The applicant/Consultant must have a Master’s degree in gender studies, development studies, or social work and at least 5 years of experience
• Evidence of having conducted similar process and assignments
• Excellent communication Skills
• Fluency in English and Kinyarwanda.

Timeline and required application information
• The assignment is scheduled to begin end November 2021.
• Submit a technical proposal including detailed methodology, approach, activities and detailed timelines
• Submit the financial proposal with taxes are inclusive
• Registration Certificate and Tax Clearance
• An updated CV detailing relevant experience and three referees based in Rwanda including their telephone and email contacts.
