TENDER FOR SUPPLY AND DISTRIBUTION OF GARDENING TOOLS AND SEEDS

1. About Catholic Relief Services (CRS)

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development works are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding. The Country Program has over 80 staff and implements its projects through local and international partners, with strong coordination/collaboration with Government of Rwanda structures. Catholic Relief Services (CRS) has been working in Rwanda since 1961. CRS Rwanda’s key programing areas include youth empowerment, agriculture, early childhood development, economic strengthening, justice, and peace building. To achieve this, CRS collaborates with the government of Rwanda, donors, the Catholic church, private sector, and civil society organizations.

2. About STRONG Project

Globally, adolescent girls and young women are considered high risk groups for being underweight, overweight, obese, and having anemia, and must be a priority group for interventions that aim to improve nutrition at scale. The overall project objectives are ‘Adolescent girls and young women live healthy, productive lives and break the cycle of intergenerational malnutrition.

STRONG Project is a 5-year, $10 million/year project that will work to improve nutrition outcomes for the target group in seven countries: Guatemala, India, Liberia, Rwanda, Tanzania, Timor-Leste, and Zambia. The project overall goal is Project will target three avenues of change; namely Improving service delivery in health care, education, agricultural extension, and community-based services to meet the needs of AGYW, in furnishing products and supplements to fill critical nutritional and micronutrient gaps for them, and in supporting positive health and nutrition behaviors among AGYW and those in their spheres of influence.

In Rwanda STRONG project will be implemented in 5 districts namely Kayonza, Rwamagana, Nyarugenge, Rulindo and Nyamasheke and will work closely with other partners including Government institutions (MINEDUC, MoH, MIGEPROF, MINALOC, MINAGRI), nutrition implementing partners including USAID Gikuriro Kuri Bose (GKB) and local civil society organizations.

3. The purpose of the procurement services request 

CRS is looking for eligible suppliers in Rwanda for supplying agricultural products and equipment that will be used under STRONG project establishing kitchen gardens at school and community in 5 targeted districts (Nyarugenge, Kayonza, Rwamagana, Nyamasheke and Rulindo)

The required items are in Two (2) Lots as follows:

• First lot: Agriculture Equipment

• Second lot: Seeds

Note:

• Below are the detailed quantities of the Gardening Tools and Seeds per District 

• Selected supplier will be responsible to pack and deliver these items up to the districts Offices and above-mentioned delivery point per each of 4 districts (Kayonza, Rwamagana, Nyamasheke and Rulindo).

• In Nyarugenge District the selected supplier will distribute these items up to schools and cell offices (Detailed deliver are as per below:

4. Eligibility Criteria

Your offer must further take note of the following documents for evaluation purpose.                                                                                                                                          

Administrative documents

• Full Registration certificate issued by RDB.
• VAT and Valid Tax clearance certificates.
• Bid validity period should be 90 days.
• Bids should be signed by an authorized company representative. 

Technical documents 

• Bid should specify maximum delivery period.
• Specify the quoted Brand name.
• Provide at least 2 completion certificates of similar services (For each Lot) which show the email address and telephone number for the company who issued it.

Financial documents 

• The financial offer should be in Rwanda Francs (Rwf).
• The financial offer should include delivery of these items.
• The offer should be inclusive of VAT Tax.

N.B:

• Bidders are free to quote for all lots, but successful bidders will be awarded one (1) Lot only.
• For your reference, we have annexed to this tender the supplier’s code of conduct that the successful bidder will be required to sign together with the contract.

Interested bidders are encouraged to send their applications to rwandabids@crs.org  no later than April 4^th, 2024 at 11:00 a.m Kigali time. The title of the email must include: “Supply and Distribution of Gardening Tools and Seeds’’ and the application should be combined in one (1) document in PDF format. A late submission will not be considered.

All bidders are advised that this tender does not constitute in any way a commitment on the part of CRS or its agents, for any service requested.
