1.Background
The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 34 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE Africa was founded in 1992 and has its head office in Nairobi – Kenya. FAWE’s vision, mission, and goal focus on quality education for girls and women. FAWE Rwanda is one of 34 National chapters and was started in 1997. Since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.
FAWE Rwanda envisions a world in which gender disparities in education are eliminated, all Rwandan girls access education, perform well and complete their studies and competently compete in the labour market.

FAWE Rwanda’s Mission
Our mission is to promote gender equity and equality in education in Rwanda by fostering positive policies, practices and attitudes towards girls’ education.
Our Objectives include:
1. Influencing education policies for gender responsiveness with special emphasis on improving girls’ access, retention, and performance in education
2. Demonstrating through interventions on the ground how to improve access, retention, and performance of disadvantaged girls with a view to influencing replication and mainstreaming of emerging best practices into the Rwandan education system.

2. The Context Of The Consultancy
The current FAWE RWANDA strategic plan 20182023 expires in 2023, which necessitates the evaluation of its implementation as well as the prioritization of the next strategic direction, 2023-2027. Several dynamics, both internal and external have taken place since adoption and subsequent implementation of the current FAWE RWANDA Strategic Plan 2018 – 2023. The updated strategic plan should address, amongst other things, a more efficient and effective organization, a learning organization, development of strong partnerships and resource mobilization initiatives, and how to more effectively engage our strategic partners.

3. Scope Of Assignment
The main objective of this consultancy is to review and update the current strategic plan and to develop a new strategic plan 2023/2027 for FAWE RWANDA that takes into account the current internal and external operating environment in order to enhance FAWE RWANDA’s effectiveness and sustainability in the area of promoting girls’ education and women economic empowerment in Rwanda. The Strategic Plan will have a resource mobilisation strategy, a communication strategy, and an advocacy strategy. It will also include its monitoring and evaluation framework. At the end of this consultancy, it is expected that FAWE RWANDA will have an updated and costed strategic plan with the mentioned strategies and the Monitoring and evaluation framework. To achieve this, the consultant will consult and work in close collaboration with FAWE Rwanda staff and other key stakeholders such as the executive committee and some FAWE Alumni.

4. Tasks And Responsibilities
1.Conduct a needs assessment of the Organization including consideration of situation analysis and identification of constraints and opportunities for growth and development
2. Conduct relevant desk review to inform the strategy including but not limited to FAWE RWANDA internal documents including the current strategic plan, annual reports, and other relevant documents.
3.Consultations with FAWE RWANDA Executive committee members, Alumni platform, staff, and selected partners/ stakeholders to review the current plan and set priorities for the next plan
4. Develop a comprehensive methodology and plan with a view of achieving partners and members support which includes holding consultations with different stakeholders including but not limited to relevant GoR Ministries, development partners, private sector, and civil society NGOs.
5. Draw up of a draft costed Strategic plan for the next Five years. The plan will include its monitoring and evaluation framework and detailed implementation plan for the activities for 2023-2027.
6. Developing a resource mobilisation strategy for implementing the plan, a communication strategy, and an advocacy strategy

5. Deliverable Outputs:
1.An inception report detailing how the consultant understands the assignment, the methodology/ approaches, and timelines associated with this consultancy assignment.
3. A draft Costed Strategic plan 2023/2027 for validation by key stakeholders.
4. Final Costed Strategic plan 2023/2027 with its Monitoring and Evaluation framework
2. A resource mobilisation strategy for implementing the plan, a communications strategy, and an advocacy strategy.

6. Commitment To Quality Of Work
1. The consultant shall use an evidence-based approach and ensure the highest standards of work and timely deliverables at every stage of this assignment. Clarity of objectives and process shall be ensured during the consultancy.
2. The consultant shall at the onset of the planning process identify all stakeholders that have a direct and indirect interest in the strategic plan. Listing people groups and institutions that influence the work of FAWE.

6. Selection Criteria
The Consultant shall be selected basing on the following;
• Track record of developing strategic plans for reputable NGO’s for at least the last five years. The consultant will draw from best practices within similar strategic plans for other non-governmental organization
• Track record of developing Advocacy, communications, and resource mobilization strategies for at least the last Five years.
• Track record of developing monitoring and evaluation strategies for Five years
• Excellent and proven analytical and writing skills.
• Excellent organizational and communication skills and ability to work with minimum supervision
• Ability to engage stakeholders
• Possess knowledge on the general social, economic and political environment that influences education in Rwanda
• Understanding participatory approaches to management and operations
• Post-graduate degree in a related discipline (e.g. Gender, sociology, psychology, Project management, institutional capacity strengthening, strategic Management, etc.)
• Experience with assignments related to institutional/organisational culture and policy analysis is an advantage.
