The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 34 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE Africa was founded in 1992 and has its head office in Nairobi – Kenya. FAWE’s vision, mission, and goal focus on quality education for girls and women. FAWE Rwanda is one of 34 National chapters and was started in 1997. Since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.
FAWE Rwanda envisions a world in which gender disparities in education are eliminated, all Rwandan girls access education, perform well and complete their studies and competently compete in the labor market.
FAWE Rwanda with support from the FAWE Regional secretariat is implementing Make Way Project a 5-year program whose mandate is to mobilize a critical mass of Civil Society Organizations to increasingly advocate for the rights of marginalized youth with compounded vulnerabilities so as to claim and exercise their Sexual Reproductive Health and Rights (SRHR). The program aims at breaking the barriers to SRHR by creating a new way of looking at and organizing SRHR issues through an intersectional lens because SRHR are human rights that allow people to make informed decisions about their bodies, family planning, sexuality and wellbeing.

Rationale For Development Of An Intersectional Fawe Srhr Tuseme Manual
Many people cannot realize the full range of their SRHR particularly those with multiple social identities that cause marginalization for example youth living in poverty and with a disability face high barriers in accessing the services they need. Make way mission is to work with CSOs to look out for groups of people that have been left behind. Marginalised youth with compounded vulnerabilities are at higher risk of facing discrimination and exclusion from mainstream sexual and reproductive health and rights (SRHR) services, policies and planning. The Make Way programme aims to get at the root of this issue. By applying an intersectional lens, we can identify how interlocking vulnerabilities exacerbate existing barriers, and which societal and systemic changes are necessary to overcome these. An intersectional lens will also help us assess assumptions, prejudices, ideologies, power imbalances and determine how these affect both traditional (e.g., religious, cultural) and modern SRH practices (e.g., policies, regulations) of marginalized groups of young people.
In order to understand the concept of intersectionality in the Make Way Program there is need to avail tools for example an intersectionalised SRHR manual tailored to TUSEME model standards. This manual shall be used as a reference for all the SRHR engagements FAWE shall be involved in. It is against this background that FAWE Rwanda seeks the services of a consultant to undertake this assignment.

I. Tasks And Responsibilities
• Review of all relevant documents relating to the concept of intersectionality in SRHR in the Make Way Program
• Develop an inception report indicating a clear methodology on how the manual will be developed
• Consult FAWE RWANDA management and staff for guidance on scope of the manual
• Review existing Tuseme Training manual
• Incorporate findings from document review into intersectionality and SRHR Tuseme Training Manual
• Develop and finalize the revised Training Manual

II. Deliverables
• Inception report on training manual development methodology and the assignment is understood.
• Draft intersectional FAWE Rwanda SRHR TUSEME manual
• Validated final training manual on intersectionality in SRHR Tuseme Training Manual

Iii. Selection Criteria
The Consultant shall be selected on basis of the following criteria:
VI.1 Expertise
1. Post-graduate degree in a related discipline (e.g. Gender, Public health, sociology, anthropology, psychology, Project management, institutional capacity strengthening, strategic Management etc);
2. Expertise and track record on developing educational manuals and guidelines at least Five years
3. Strong experience at for five years in working on Education, Gender, Business Development, and SRHR related topics in Rwanda;
4. Strong experience working with Civil Society Organisations especially in the education and health sector
5. At least 5 years of Experience working in the fields related to advocacy inclusion, diversity, equity, and social justice for marginalized groups;
6. Experience in working with project teams from diverse backgrounds;
7. Experience with assignments related to institutional/organisational culture and policy analysis;
8. Considerable experience in developing institutional capacity is a plus.

VI.2 Skills
1. Expertise in working with individuals from different cultural backgrounds and with different identities
2. Strong writing and analytical skills;
3. High-level oral and written communication and must be fluent in English and Kinyarwanda.
