Recruitment of Business Incubation Expert to support the promotion of innovation and entrepreneurship in TVET

1. Project description 

The Government of Rwanda and Agence Française de Développement (AFD) signed 5 years grant/loan agreements on 8th March 2023 to implement AFTER II Project (Appui à la Formation Technique et l'Emploi au Rwanda). AFTER II aims to improve technical and vocational education and learning conditions in order to strengthen the skills of youth in line with labor market requirements.

Project management will be provided by two contracting authorities: Rwanda Polytechnic (RP) for IPRC-related interventions, and Rwanda TVET Board (RTB) for TVET schools-related interventions, through their respective Single Projects Implementation Unit (SPIU).

Expertise France will provide technical assistance to the project implementation. Short and long-term expertise are mobilized on the basis of a technical offer validated by AFD, with the agreement of the Rwandan party.

On the side of RP, the beneficiary sites are IPRC Karongi and IPRC Kitabi located in Karongi and Nyamagabe Districts. On the side of RTB, the beneficiary sites are Muhororo and Cyanika TVET Schools located in Karongi and Nyamagabe Districts.

AFTER II project is divided into four 4 main components and 2 cross-cutting components:

  • Component 1: The IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo campuses are expanded, modernised and environmentally friendly
  • Component 2: The training offer in the IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo is strengthened and more attractive
  • Component 3: The link between TVET providers and the private sector is strengthened, and employment and entrepreneurship support mechanisms are more efficient
  • Component 4: The quality and leadership of RP and RTB as institutions in the TVET sector are reinforced
  • Cross-cutting component 5: The TVET programs are more gender responsive and inclusive and specifically address dropouts of the general education
  • Cross-cutting component 6: Greening TVET – TVET programs provide youth with green skills and competencies for sustainable economic growth

2. Objectives

  • General objectives 

The objective of the assignment is to support IPRCs’ Business Incubation centre and entrepreneurship clubs in TSSs to offer an effective support system which allows students to develop innovative projects,

  • Specific objectives

The specific objectives of the mission are:

  • To support both IPRCs in the process of establishment of Business incubation centres
  • To build the capacity of business incubation staff in IPRC Karongi and Kitabi
  • To support the implementation and review of the business incubation and entrepreneurship guides
  • To support the organizations of hackathons to select projects to join incubations
  • To train and coach project owners from ideation to developing prototypes
  • To support the organization of yearly innovation competitions for selecting the best projects in IPRCs’ business incubations
  • To support the establishment of entrepreneurship clubs in TSS
  • To train and coach trainees’ project development in TSS
  • To support the organization of the project competition and awarding in TSS
  • To mentor the incubation and entrepreneurship staff 

3. Deliverables of the mission

AFTER project is supporting Rwanda Polytechnics (RP) and Rwanda TVET Board (RTB) to promote entrepreneurship and innovation among students. In this context, Expertise France is recruiting a short-term expert to support the process. The Business incubation expert will support IPRC Kitabi, IPRC Karongi, TSS Muhororo and TSS Cyanika to promote entrepreneurship among students. The assignment will be done progressively following a timeline that will be developed continuously in collaboration with Expertise France and the beneficiaries to ensure the compliance with the overall training calendar and the availability of the beneficiaries.

The Business incubation expert will work under the component three of the AFTER II project at Expertise France. The expert will be based in Kigali with missions in Nyamagabe and Karongi districts.

The Business Incubation expert is expected to deliver the following:

  • Support both IPRCs in the process of establishment of Business incubation centres
    • Advise both IPRCs in the setup of space for the incubation
    • Advice both IPRCs in installation of equipment of Business incubation
    • Support in the operationalization of the business incubation
  • Capacity building of Business Incubation and entrepreneurship staff
    • Prepare the business incubation training in collaboration with beneficiary departments
    • Deliver training for business incubation staff, on the incubation process
    • Prepare reports of the training
  • Support the organization of hackathons to select projects to join incubations
    • Develop tools for application and selection
    • Coach applicants through a boot-camp
    • Select best project ideas to join incubation through a hackathon
  • Support the implementation and review of the business incubation and entrepreneurship guide
    • Train and coach the team on the implementation of the guide
    • Support the implementation of the business incubation mechanisms or process
  • Train and coach the pre-incubated projects to develop prototypes
    • Prepare and deliver some of the training sessions for the selected projects
    • Coach and support projects to develop up to prototypes
    • Prepare projects owners for the innovation competition (pitching practices)
  • Facilitate the establishment of entrepreneurship clubs and student’s projects in TSS
    • Facilitate the establishment of entrepreneurship clubs in TSSs
    • Coach and support students to develop their business ideas
    • Prepare students for the projects competitions (pitching etc.)
  • Support the organization of annual projects competitions and awards
    • Support the organization of innovation competitions and awards in IPRCs
    • Support the organization of project competition and awards in TSSs

4. Requested Profile

Expertise France is recruiting a business incubation expert meeting the below minimum requirements:

  • At least a Bachelor’s degree preferably in Business development, entrepreneurship/business related courses, Economics, or other fields with proven experience
  • Minimum of 7 years of experiences in incubations, accelerators and business development
  • Proven experience with designing incubation programs and formulation of best practices and information dissemination
  • Proven experience in promoting innovations in school settings and preferably in TVET is an added value
  • Experience in leading Business Trainings and mentorship
  • Proficiency in English and Kinyarwanda– written and speaking
  • Fluency in French will be an added value

The assignment will start in February 2024 and last till 2027, for a maximum of 290 indicative working days and the deliverables will be delivered progressively:
