Recruitment of Career guidance and professional integration expert to support TVET

Activity code: 3.2.1 & 3.2.2

Period:  From 2024 to 2027

1. Project description 

The Government of Rwanda and Agence Française de Développement (AFD) signed 5 years grant/loan agreements on 8th March 2023 to implement AFTER II Project (Appui à la Formation Technique et l'Emploi au Rwanda). AFTER II aims to improve technical and vocational education and learning conditions in order to strengthen the skills of youth in line with labor market requirements.

Project management will be provided by two contracting authorities: Rwanda Polytechnic (RP) for IPRC-related interventions, and Rwanda TV ET Board (RTB) for TVET schools-related interventions, through their respective Single Projects Implementation Unit (SPIU).

Expertise France will provide technical assistance to the project implementation. Short and long-term expertise are mobilized on the basis of a technical offer validated by AFD, with the agreement of the Rwandan party.

On the side of RP, the beneficiary sites are IPRC Karongi and IPRC Kitabi located in Karongi and Nyamagabe Districts. On the side of RTB, the beneficiary sites are Muhororo and Cyanika TVET Schools located in Karongi and Nyamagabe Districts.

AFTER II project is divided into four 4 main components and 2 cross-cutting components:

  • Component 1: The IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo campuses are expanded, modernised and environmentally friendly
  • Component 2: The training offer in the IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo is strengthened and more attractive
  • Component 3: The link between TVET providers and the private sector is strengthened, and employment and entrepreneurship support mechanisms are more efficient
  • Component 4: The quality and leadership of RP and RTB as institutions in the TVET sector are reinforced
  • Cross-cutting component 5: The TVET programs are more gender responsive and inclusive and specifically address dropouts of the general education
  • Cross-cutting component 6: Greening TVET – TVET programs provide youth with green skills and competencies for sustainable economic growth

2. Objectives

  • General objectives 

The main objective of the assignment is to support RP and RTB to improve and reinforce the career guidance and development mechanisms in IPRCs and TVET Schools.

  • Specific objectives

The specific objectives of the mission are:

  • To build the capacity of career guidance and professional integration staff
  • To reinforce the organization and implementation of career guidance and professional integration activities
  • To support the review and reinforcement of the career guidance and professional integration mechanisms
  • To build the capacity of staff on organizing efficient and effective workplace learning program
  • To mentor and coach the career guidance and development staff

3. Deliverables of the mission

AFTER project is supporting Rwanda Polytechnics (RP) and Rwanda TVET Board (RTB) to reinforce career guidance. In this context, Expertise France is recruiting a short-term expert to support the process. The orientation and Career Guidance expert will support IPRC Kitabi, IPRC Karongi, TSS Muhororo and TSS Cyanika to reinforce the career guidance and integration support mechanisms. The assignment will be done progressively following a timeline that will be developed continuously in collaboration with Expertise France and the beneficiaries to ensure the compliance with the overall training calendar and the availability of the beneficiaries.

The professional integration and career guidance expert will work under the component three of the AFTER II project at Expertise FranceThe expert will based in Kigali with missions in Nyamagabe and Karongi districts.

The expert will deliver the following:

  • Build the capacity of career guidance and professional integration staff of RP and RTB staff:
    • Conduct training and capacity needs assessment for the staff of IPRCs and TSS
    • Prepare and deliver trainings for the career guidance and professional integration
    • Provide technical guidance to the career guidance staff
  • Support the implementation and review of the career guidance and professional integration guide
    • Organize training on the implementation of the guide
    • Support the implementation of the career guidance mechanisms
    • Support the review of the career and professional integration guide, through a workshop
  • Support the organization of career orientation, guidance and development activities and events
    • Support the team in defining and preparing various career guidance events like developing work-plans inductions, career days and career fair
    • Support the implementation of career guidance events
    • Support the establishment of Alumni associations in schools
  • Build the capacity of staff on organizing efficient and effective workplace learning program and follow up of students during the industrial attachment
  • Build the capacity of staff on workplace learning monitoring
  • Support the review of organization of industrial attachment program
  • Coach staff on effective preparation of students before integrating the workplace 
  • Mentor and coach the career guidance and development staff

4. Requested Profile

Expertise France is recruiting a career guidance and professional integration with the below requirements:

  • At least 7 years of working experience related to career guidance and professional integration
  • At least a Bachelor’s degree preferably in Economics, Business development, entrepreneurship/business related courses or other fields
  • Working experience in mentorship, training, career guidance and employment promotion, professional integration, coaching
  • Proven experience in organizing and leading job fairs, career fairs and related events
  • Proven experience in mentoring and coaching job seekers and linking them to job opportunities
  • Proven experience in facilitating and leading trainings and workshops
  • Proven experience in supporting career guidance centres and employment programs
  • Experience in Workplace learning facilitation and employers’ engagement
  • Excellent command of English and Kinyarwanda (written and oral); fluency in French will be an added value
