SOS RWANDA LEADERSHP CAPACITY DEVELOPMENT PROGRAM  

  1. Introduction 

Established in 1949, SOS Children's Villages International is a dynamic social development organization working globally to meet the needs and protect the interests and rights of children. SOS Children’s Villages International is umbrella federation organization that provides support and guidance to SOS member associations in over 134 countries worldwide and SOS CVs Villages Rwanda is a member association of the federation has been working in Rwanda for last 43 years.

SOS Children’s Villages in Rwanda currently implements a five-year strategic plan 2023-2027 to deliver impact to children and communities through quality child care, protection and community empowerment for child rights. The organization recognizes the need to ensure that its leadership and management teams hold the vision for its strategic success and are equipped with the knowledge and skills to effectively lead its implementation, within a results-oriented, healthy work culture. This aligns with the overall SOS CVI focus on building and developing strong, confident and competent leaders as a key investment in promoting the delivery of its mission to protect and care for children. In 2022, the ESAF region embarked on an initiative to strengthen and deepen its Leadership Teams’ capacity in Member Associations across the region and national teams have begun to experience positive leadership and performance shifts in their respective country programmes. Similarly, SOS CV Rwanda seeks to initiate a tailored Leadership Development Programme to further strengthen its leadership capacity by developing a pool of responsible leaders to drive its strategic goals and foster transformational leadership within the MA for its growth and development. 

  1. PURPOSE & OBJECTIVES 

These terms of reference, are intended to seek competent and experienced individuals or consultants within the eastern and south African region (ESAF) to provide a transformational leadership program to the senior management team (SMT) as well as the National Management Team (NMT)  

  1. To enhance SOS Rwanda’s Management team’s ability to drive team development within their areas of work.
  2. To enhance the NMT’s ability to make sound decisions and involve team members in the process by developing understanding of individual and corporate leadership roles and responsibilities.
  3. To enhance the NMT’s ability to effectively manage individual and team performance by developing practical management and work-related abilities in the areas of performance management, team development, emotional intelligence and people leadership.
  4. To build a complementary cohort of strong leaders and people managers to offer collective leadership within the organization.
  5. SCOPE OF WORK AND METHODOLOGY OF SITUATIONAL ANALYSIS 

The consultant should prepare the following key deliverables:

  • Initial assessment of the MA leadership gaps– The consultant will conduct an initial assessment to ascertain the leadership gaps and develop a program that responds to the capacity needs with the SOS Rwanda management team.  
  • Content design – The consultant will design a pragmatic and a holistic content that addresses the leadership gaps within the member association and ensure effective delivery of the content to the team.
  • Final assessment report – Produce a training assessment report for each cohort and advise management on the future capacity building initiatives. 
  1. TIME SCHEDULE AND OTHER RESOURCES 

This assignment will be delivered in two (2) cohorts. The first in December 2023 and the second in February 2024. A successful applicant will conduct the two cohorts and will ensure the development of all relevant materials to facilitate a success leadership training for SOS Children’s villages in Rwanda management team

  1. REQUIRED EXPERTISE 

The consultant carrying out this assignment should have a thorough understanding of the organizational leadership, society transformation, project management and professional development as well as the dynamics of leadership in contributing to team development, community development as well as social economic transformation of the society. 

The consultant/firm must have:

  • Proven competency in providing similar trainings, with at least 10 years of experience
  • A good understanding of development work, the social welfare, child protection, child safeguarding and gatekeeping.
  • Proven experience in conducting transformational leadership training in an NGO setting within Rwanda and the eastern and southern African region. Experience working with or having trained within SOS is an added advantage.
  • A good understanding of child rights and issues affecting vulnerable children
  • Good facilitation and interpersonal skills
  • Proven experience in participatory processes for elicitation and debate
  • Strong skills in coordinating teamwork
  • Strong analytical and conceptual skills
  • Excellent written communication skills
  • Ability to transfer complex concepts and ideas into practical and simple language
  • Possess master degree in organizational management 
  1. BIDDING, SELECTION, CONTRACTING 

After the opening, each proposal will be assessed first on its technical quality and compliance and subsequently on its price. A quality-based proposal of a technical merit will be considered for approval. 

Technical Assessment analysis

The technical proposal will be evaluated on the basis of its responsiveness to the Terms of Reference (TOR) as per the assessment analysis criteria below. The obtainable number of points specified for each assessment analysis criterion indicates the relative significance or weight of the item in the overall assessment analysis process. 

Bidders may additionally be requested to provide additional information (virtual presentation or phone interview) to SOS Children’s Rwanda on the proposed services. 

Financial Proposal                                                                                                      

The financial will be rated in accordance with the procurement law and proceduresThe basis for selection will however be based entirely on the technical ability of the consulting firm to deliver the training effectively.  Note however that SOS Children’s villages in Rwanda is committed to strong values of stewardship and efficient utilization of resources. Value for money is a common principle with the organization and shall not engage on overrated prices for this and any other consultancy.   

Submission of the technical and financial proposal

Interested candidates may submit their proposals (technical and financial) to “sos.procurement@sos-rwanda.org” and copy sosbnc@sos-rwanda.org   Any request for clarification will so be addressed to the same e-mails provided above.

Documents to be submitted 

Along with the technical proposal, consultants will submit the following documents,

  1. Consultancy firm with registration certificate from Rwanda Development Board if registered in Rwanda/ relevant document for international firms
  2. Tax Clearance certificate from Rwanda Revenue Authority if registered in Rwanda/relevant document for international firms
  3. Certificate of completion of two most recent similar assignments
  4. Three references (at least two of them must be familiar with your work)
  5. Detailed Methodology/ Technical Proposal demonstrating how you understand and meet requirements for this assignment
  6. Detailed Work plan (including a time line) showing the detailed sequence and timeline for each deliverable
  7. CVs of the proposed team member(s) including current geographical location(s)
  8. Detailed financial proposal with all taxes inclusive
  9. Any other information to further support the eligibility of the candidate e.g. previous similar work 

Deadline for submission

The deadline for submission of expressions of interest is 27th October, 2023 at 5:00pm Rwandan time. Proposals received after the deadline will be not be considered. 

Modification and withdrawal of bids

Proposals may be withdrawn on written request prior to the closing date of this invitation. Any corrections or changes must be received prior to the closing date. Changes must be clearly stated in comparison with the original proposal. Failure to do so will be at the bidder’s own risk and disadvantage. 

Signing of the contract

SOS Children’s Villages Rwanda office will inform the successful bidder electronically and will send the contract form after closure of the bid submission deadline. The successful bidder shall sign and date the contract, and return it to SOS Children’s Villages Rwanda office within seven calendar days of receipt of the contract. After the contract is signed by the two parties, the successful bidder shall deliver the services in accordance with the delivery schedule outlined in the bid. 

Rights of SOS Children’s Villages:

  • Contact any or all references provided by the bidder(s);
  • Arrange interviews with the firm(s);
  • Reject any or all proposals submitted;
  • Accept any proposals in whole or in part;
  • Negotiate with the firm (s) who has/have attained the best rating/ranking, i.e. the one(s) providing the overall best value proposal(s);
  • Contract any number of candidates as required to achieve the overall assessment analysis objectives

Copyright and other proprietary rights:

SOS Children’s Villages Rwanda shall be entitled to all intellectual property and other proprietary rights including, but not limited to, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Contractor has developed for SOS Children’s Villages Rwanda office under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract. The Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for SOS Children’s Villages Rwanda office. 

All materials: plans, reports, estimates, recommendations, documents, and all other data compiled by or received by the Contractor under the Contract shall be the property of SOS Children’s Villages Rwanda office and shall be treated as confidential, and shall be delivered only to SOS Children’s Villages Rwanda office, l authorized officials on completion of work under the Contract. The external consultant is obliged to hand over all raw data collected during the assessment to SOS Children’s Villages Rwanda office annexed to the draft and final reporting deliverables. 

  1. MODE OF PAYMENT 
  • 1st phase: The consultant shall receive 40% of the total agreed amount after submission and acceptance of the training modules and materials
  • 2nd phase: The consultant shall receive 60% of the total agreed amount after the submission of training report as a final pay.
