Terms of Reference for Development of Safeguarding Policies for Fawe Rwanda Chapter
BEAUTIFUL WORLD CANADA FOUNDATION Scholarship program is a philanthropic
organization whose objective is to support vulnerable but bright girls
acquire education. FAWE Rwanda has partnered with BWCF for the last 5
years and has supported at least 99 females acquire education.
Through the GAC project BWCF will support 55 scholars for five (5)
years. In the Academic year 2021-2022 BWCF is supporting 30 scholars
that have been selected out of over 200 very bright but vulnerable girls
to study STEM courses at INES Ruhengeri (Institute of Applied sciences).
The scholars have been placed in the faculty of Land and Administration
Management and faculty of Computer science.
The foundation supports the scholars with fees for, Tuition and
registration, accommodation, facilitation for mentor’s fee and stipend.
More to that these scholars each have a mentor to guide them in their
academic and personal life.

The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 34 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE Africa was founded in 1992 and has its head office in Nairobi – Kenya. FAWE’s vision, mission and goal focus on quality education for girls and women. FAWE Rwanda is one of 34 National chapters and was started in 1997. Since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.
FAWE Rwanda envisions a world in which gender disparities in education are eliminated, all Rwandan girls access education, perform well and complete their studies and competently compete in the labor market.
FAWE Rwanda with support from the FAWE Regional secretariat is implementing Make Way Project a 5-year program whose mandate is to mobilize a critical mass of Civil Society Organizations to increasingly advocate for the rights of marginalized youth with compounded vulnerabilities so as to claim and exercise their Sexual Reproductive Health and Rights (SRHR). The program aims at breaking the barriers to SRHR by creating a new way of looking at and organizing SRHR issues through an intersectional lens because SRHR are human rights that allow people to make informed decisions about their bodies, family planning, sexuality and wellbeing.

Rationale For Development Of Safe Guarding Policies
Safeguarding the children and vulnerable adults we serve is foundational to all FAWE Rwanda’s activities and programs. Central to everything we do is our commitment to “do no harm”’ and to respect the rights of all our beneficiaries who include youth with compounded vulnerabilities. Upholding the dignity and best interests of children and youth is a primary consideration taken in all actions and decisions that FAWE Rwanda makes. FAWE Rwanda is seeking services of a consultant to develop child protection and adult safeguarding policies and procedures.

Consultant Deliverables:
1. Present a written holistic child protection and adult safeguarding policy for FAWE Rwanda.
2. Standard operating procedures to ensure that safeguarding processes and standards are also upheld for FAWE Rwanda communities, partners, contractors or suppliers.
3. Develop a framework and plan to build a safeguarding culture that should address:
• Staff capacity development on safeguarding and assist FAWE Rwanda to develop criteria for identifying internal staff that can be mentored and coached.
• Child safeguarding policies on sexual exploitation and abuse.
• Ensure it establishes procedures and compliance with safeguarding in recruitment induction and training of all staff on safeguarding
• Provide mechanisms for identification of internal designated safeguarding officers.
• Develop procedures to prevent and respond to safeguarding achievements, learnings and violations.
• Complaints procedure to report, record and respond to reports/allegations of violation of safeguarding (safeguarding incidents and response protocols)
• Disciplinary procedures for staff, partners, consultants, suppliers and service providers

Consultants Profile:
Consultants who apply for this consultancy should ideally possess the following skills, qualifications and experience:
• A Masters degree or post graduate Degree in Development related courses like planning and policy Management, social sciences or law
• Over 5 years’ experience in building and strengthening safeguarding systems, policies and frameworks for organizations and staff/partners ‘capacities on safeguarding
• Excellent understanding of current safeguarding best practices and activities
• Understanding local context in Rwanda is essential
• Possess advanced oral and written skills

Expression of interest to conduct this consultancy are invited from suitably and experienced candidates. Interested consultants should submit proposal that include:
• A short (maximum two pages) expression of interest outlining relevant experience and suitability for the consultancy
• A technical proposal demonstrating understanding of the assignment
• A detailed work plan and the methodology the consultant would use for the assignment
• CV and at least three references of similar work done. Please include attachments /links to previous work relevant to this assignment
• Budget proposal with all related costs for this consultancy taxes inclusive.
