Background
The Public Policy Information, Monitoring and Advocacy (PPIMA) project implemented by the Norwegian People’s Aid since 2010. NPA supports Civil Society Organisations and citizens to participate and influence the formulation and implementation of national and local policymaking, planning, and governance. Through PPIMA, 18 civil society partners advocate through civic participation, research, media engagement, and dialogue between citizens, CSOs, and decision makers.
The purpose of the assignment
The current programme phase running from 2020 to 2024 focuses on collective analysis and elevation of citizens’ issues through advocacy, sustainable community-based conflict prevention, and management mechanisms, strengthening local councilors, an iterative learning approach, increased emphasis on gender equality, and positive masculinity efforts, environmental protection, and climate change.
The purpose of this evaluation is to review and evaluate the progress made towards the implementation of PPIMA fourth phase since May 2020 to date. The evaluation will focus on the recommendations and lessons learned from previous assessments including but not limited to: The End of PPIMA Phase 3 evaluation, the Programme Baseline conducted in April 2020, INTRAC evaluation, and technical reviews conducted by the programme team on a quarterly basis. The overall outcome of the assignment will inform adaption and improvement the programme’s monitoring, evaluation, and learning framework, going forward.

Timeframe:
A total of 30 working days has been allocated to this assignment. The assignment must be completed, and all deliverables submitted to programme management no later than 17th December 2021. Timing of inputs can be flexible depending on the needs of the consultant and the availability of respondents.
