Terms of Reference for the Provision of Internet Services at the Save the Children International

Save the Children International is looking for an Internet Service Provider for:

  1. Provision of dedicated internet connectivity on an uncompressed, uncontended (1:1) ratio at Save the Children International, on a monthly basis. This provision includes installation, commissioning, testing & upkeep of the complete link for a minimum period of one year. Please find below the Save the Children International locations in Rwanda that require internet services:

  1. The ISP should have a valid license from the Rwanda Utilities Regulatory Authority (RURA). (Attach a copy of license).
  2. The ISP should have their own/direct access to an international gateway in Rwanda for providing Internet bandwidth, which should be connected onto international systems.
  3. The service provider’s network MUST be secure, reliable, and efficient.
  4. Save the Children expects that the latency within the ISP network to be within the following ranges:
  5. Domestic Latency < 80 Millisecond during peak traffic hours.
  6. International Latency < 250 Millisecond during peak traffic hours
  7. Packet Loss < 0.5% at any given

Save the Children expects a guaranteed aggregate Service Availability of ninety-nine-point nine five percent (99.95%) per quarter. The ISP is expected to commit to this (in writing) or clearly indicate if otherwise.

  • Save the Children expects a dedicated account management team with a designated Account Manager.
  • Save the Children expects the ISP to issue documentation on measures taken to ensure the security of traffic originating from Save the Children premises and the internet.  
  • The ISP should be able to provide a web interface facility or portal for Save the Children personnel to retrieve real- time and historical information on bandwidth utilisation.       
  • The ISP should have a fully functional Customer Service Centre in Rwanda, which is operational 365X7X24 hours. (Attach Certificate)             
  • The service provider should have independent Network Operation Centre (NOC) with 24x7 supports to take care of Save the Children link management requirements. The service provider should furnish details of Toll-Free numbers reachable from Rwandan Landline /Mobile phones for logging complaints. The NOC should be able to document issues raised using a ticketing system.              
  • At all the Point of Presences from where Save the Children bandwidth is provided, the ISP should have redundancy of equipment, links, power, backhaul connectivity and other ancillary services. The service provider needs to confirm this in writing. 
  • Demonstrated express access to Microsoft Azure Cloud and or Oracle Cloud services will be an added advantage to bidding ISP.

1) Essential documents

  • RDB Business registration certificate
  • Valid RRA tax clearance certificate
  • Valid RSSB tax clearance certificate
  • VAT certificate
  • Company Profile

2) Capability

  • Three customer References, especially in the NGO sector. Email and phone contacts are required
  • Past performance, etc.
  • Technical Expertise

Redundancy on International Link- Provide details of bandwidth capacity for each of the following leading carriers

  • Teams
  • Easy
  • Seacom
  • Lion. etc.

3) Price

  • BANDWIDTH – e.g., 10 Mbps Up/Down dedicated link
  • End-to-end Fiber
  • Specify Equipment type and cost (NB- remember the USAID 889 rules on Chinese equipment)
  • Installation cost and Decommissioning cost (if any)
  • Deposit, if any
  • Monthly recurring cost and payment terms,
  • Confirm  to run POC for one month
  • Special pricing instructions: Price and any discount terms or special requirements or terms.

4) Service Level Agreement

  • Details of 24/7 Support
  • Lead time availability of the Commodity/Service
  • Detailed escalation matrix
  • Technical contacts Email/Phone/Text.  
  • Dedicated Account manager & technical Support engineer
  • Presence in Kirehe district.  
  • Terms of warranty describing what and how the warranties will be serviced.

5) Contract Terms

  • Minimum contract period of one year
