JOB DETAILS:

1. Background
Norwegian People’s Aid’s (NPA) Public Policy Information Monitoring and Advocacy (PPIMA) Programme has been implementing activities through local civil society partners in Rwanda since 2010. The programme is funded through the generous support of the Swedish, Norwegian and Swiss Governments. Currently, NPA supports 18 partners implementing activities in 16 districts.

Through internal performance analysis of its personnel, capacity development needs linked to programme/project management skills have been identified.

2. Objectives and outcomes of the assignment.
NPA is seeking the services of a highly experienced consultancy firm or individual consultant with relevant documented expertise in providing training on Programme/Project Cycle Management and refresh participants with the necessary knowledge and skills to enable them to improve their overall performances.

This should include:
• Equipping participants with knowledge, skills and practices on Programme/Project cycle management including programming, identification, formulation, financing, implementation, monitoring and evaluation.
• To refresh participants’ knowledge of Programme/Project management tools such as the Logical Framework Approach (LFA) as well as developing and implementing Theories of Changes as well as other participatory approaches commonly used in projects;

3.Scope of work
The appointee(s) will engage NPA Management to formulate the design and delivery of this assignment. To accomplish this, the appointee(s)will be required to carry out the following:
• Prepare an inception report with clear timelines, methodology, training materials and delivery approach tailored to PPIMA (0.5 days).
• Train NPA staff on Project Cycle Management. This will include individual tests of Participants to be conducted at the start and end of the training to assess the impact of the training. (2 days)
• Produce the assignment final report including Copies of training materials and tools. With the gaps identified post-training, formulate a follow-up development plan for participants (0.5 days)

The total number of days for this assignment is 3 days.

4. Expected deliverables:
• An Inception report that includes proposed training approach, methodology, training plan, tools and delivery plan.
• Strengthening of participants competency in effective project management.
• A follow-up development plan to address the identified development needs of participants post-training.
• A final report that summarizes all the deliverables and recommendations.

5. Requirements and Education background
The Appointee(s) will have:
• At least 5 years’ experience in relevant NGO capacity building, training, and facilitation in Rwanda or a similar context.
• Must have a good understanding of the Rwandan context, especially in relation to civil society.
• A documented record of successfully utilizing a wide range of capacity building techniques and methods.
• Fluency in English and Kinyarwanda
• RGB Registration.
