Project Measures:

An Export Growth Facility (EGF) was designed by the Government of Rwanda (GOR) in the year 2015 with the goal of providing access to financial services for exporting small and medium-sized enterprises (SMEs) as well as technical assistance for banks. The EGF is based in the Development Bank of Rwanda (BRD). The EGF has 4 windows: 1. an Investment Catalyst Fund which provides loans for export-oriented businesses; 2. a matching Grant Facility which provides grants for firms looking to penetrate regional and international markets; 3. an Export Credit Guarantee Fund, which is subject to this tender and 4. an Industrial Start-Up Facility which promotes borrowers setting up new businesses.

A feasibility study for the ECGF (including a demand survey) was conducted between 2018 and early 2020 and updated during the business planning period in 2022 to cover the economic effects of the Covid-19 pandemic. Additionally, within the business planning period the preliminary design features of the ECGF were finalized and a business plan and financial model were developed. The results of the study update will be made available to pre-qualified consultants in the second stage of the tender.

Requested Services:

This project, which is expected to take 36 months, comprises the pre-launch, pilot and implementation of an export credit guarantee facility (ECGF) in Rwanda. Based on an existing business plan the consultant will pilot its initial service offering and then roll out the pilot phase to full implementation. The consultant's services include the onboarding of Participating Financial Institutions (PFIs), the roll out of guarantee products, development of an operational manual, accompanying marketing campaign, assessment/implementation of a Management Information System (MIS), training of BRD and PFI staff, update and implementation of BRD's current ESMS.

These services require as a minimum the expertise of a team leader, a credit/guarantee expert, a backs topper, a marketing expert, an IT-expert (MIS-systems), a trainer and an ESMS expert. The individuals must have experience in the implementation of export credit guarantees (ECG) and in financial institutions in developing or transition countries. The team leader and the credit/guarantee expert will be based in Kigali during the contract period.

The prequalification of experienced Consultants is subject to the regulations contained in the "Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner" Version 2021 (see https://www.kfw- entwicklungsbank.de/PDF/Download-Center/PDF-Dokumente-Richtlinien/FZ-Vergaberichtlinien-V- 2021-EN.pdf). The contract will be awarded to an independent Consultant firm with proven experience in the ECG sector and the region and a minimum annual turnover of Euro 1.5m.
