Supply of certified Irish potato seeds Tender at Rwanda Climate Change and Development Network

  1. Background

The Rwanda Climate Change and Development Network (RCCDN), with funding from a consortium comprising Trōcaire, the Scottish Catholic International Aid Fund (SCIAF), and Christian Blind Mission (CBM) UK, is implementing the Climate Just Communities (CJC) Program in Kavumu, Kageyo, and Muhanda sectors of Ngororero District.

Among its various interventions, the CJC Program is supporting land restoration and climate-resilient agriculture. In this regard, radical terraces covering 23 hectares were established in Nyamutoni and Bihandagara villages, Rutagara Cell, Muhanda Sector. To ensure sustainable use of these terraces and improve food security, the program intends to support beneficiary communities to plant high-quality certified Irish potato seeds.

RCCDN therefore invites qualified and eligible suppliers to submit bids for the supply of 57,500 kg of certified Irish potato seeds, preferably the varieties Kinigi, Kirundo, or Kazeneza, to be delivered to Nyamutoni and Bihandagara villages in Muhanda Sector.

  1. Scope of work

The successful supplier will be responsible for the following:

  • Procuring certified Irish potato seeds that meet the required quality standards.
  • Sorting and packaging the seeds to ensure they remain viable and undamaged during transportation.
  • Transporting and delivering the seeds to the community planting sites (terraced area) in Nyamutoni and Bihandagara villages, Muhanda Sector.
  • Ensuring all seeds delivered are healthy, fresh, and free from pests and diseases.
  • Coordinating with RCCDN and local community representatives during inspection and handover of the delivered seeds.
  1. Deliverables

The supplier shall deliver:

  • A total of 57,500 kg of certified Irish potato seeds, of Kinigi, Kirundo, or Kazeneza varieties.
  • All seeds packaged in secure, well-ventilated bags suitable for preservation and ease of handling.
  • A delivery report indicating:
    • Quantity delivered.
    • Variety supplied.
    • Delivery date and site.
    • Condition of seeds at delivery.
  • Proof of certification and disease-free status issued by a recognized authority.
  • On-site acknowledgment of receipt signed by RCCDN representative.
  1. Technical requirements for the seeds

The Irish potato seeds supplied must:

  • Be high-quality, fresh, viable, and certified disease-free.
  • Have healthy nodes (buds).
  • Be suitable for planting.
  • Be well packaged to prevent contamination, drying, or mechanical damage during transport.
  • Be delivered safely and in good condition to the designated sites in Muhanda Sector.
  1. Eligibility and qualifications of suppliers

Eligible suppliers must meet the following minimum requirements:

  • Be based in Kageyo, Kavumu, or Muhanda sectors of Ngororero District (within the beneficiary communities).
  • Have proven experience in supplying certified Irish potato seeds or similar agricultural planting materials.
  • Demonstrate capacity to deliver the required quantity and meet quality specifications within the stipulated timeframe.
  • Possess knowledge of handling, packaging, and transporting agricultural planting materials.
  • 6. Required application documents

Interested suppliers shall submit the following documents:

  • A commitment letter confirming delivery of the total required quantity within seven (7) calendar days after contract signing.
  • A Certificate of Good Standing issued by the Rwanda Development Board (RDB).
  • A valid tax clearance certificate from Rwanda Revenue Authority (RRA).
  • Proof of Electronic Billing Machine (EBM) usage.
  • At least two (2) certificates of good completion for similar assignments (supply of certified seeds or agricultural inputs) issued by recognized organizations or institutions.
  • A CV of at least one agriculture extension officer or agronomist who will oversee the quality of seeds supplied and advise on best planting practices.
  • A financial proposal (quotation), inclusive of all applicable taxes and transportation costs up to the distribution sites.
  1. Submission instructions

Interested companies, cooperatives, or individual suppliers who meet the required criteria shall submit sealed technical and financial proposals addressed to:

RCCDN Secretariat Office located in Rukatsa Cell, Kagarama Sector, Kicukiro District, Kigali City.
