Title: Database Developer
Project: USAID Soma Umenye (Rwanda)
USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Project Goals
USAID Soma Umenye aims to achieve the following two goals:
• To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
• To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.
• To achieve the above goals requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and the Rwanda Education Board (REB)..

Job Responsibilities:
• The principal duty of the position is to develop the REI data model and database infrastructure using parameters defined by the Database Architect and Senior Database Specialist and ensure integration of data flow and utilization within the website architecture.
• Primary job functions include:
• 30%: Design, development and management of local database systems in support of REI projects.
• 20%: Design and development of effective protocols for the retrieval of data from REI project systems and provision to relevant applications, whether through stored procedures or other selected architectural approach.
• 20%: Collaborate with project leads to meet project goals, timelines, and deliverables.
• 10%: Develop and maintain protocols and systems for the verification of data integrity and authenticity within REI project systems.
• 10%: Participate in development and deployment of database security protocols to protect the confidentiality of data utilized within REI projects.
• 10%: Maintain effective interpersonal relations and communications in a team workplace environment; status reports as needed on data model and database implementation.

Job Qualifications:
• Position requires a master’s degree in a related field of computer science, OMIS, or education, plus one year of relevant experience; or bachelor’s degree AND 3 or more years of relevant experience in the development and/or management of database systems, demonstrating leadership skills with progressive areas of responsibility.
• Experience with SQL system development and management beyond writing and executing queries.
• Demonstrated proficiency in programming, statistical analysis.
• Knowledge of education data systems and applications strongly preferred.
• Ability to adapt quickly to project requirements for different stakeholders and to shift focus to serve to change project goals.
• Demonstrable skills in effective interpersonal relations and communication.
• Demonstrated exemplary diplomatic, communication, and interpersonal skills
• Written and spoken proficiency in English
Location of Assignment: The location of assignment Kigali Rwanda with intermittent travel throughout the country.
Duration of Assignment: Long-term
Supervision: The Database Developer will report directly to Senior Database Specialist, USAID Soma Umenye chief of party or his designee.
Expected Salary: Commensurate with salary history and experience.
