Background
The Chamber of Women Entrepreneurs (RCWE) is an umbrella organization of women entrepreneurs in Rwanda that was formed in 2005 with the mandate to empower women in business through capacity building, advocacy, networking, support services, social corporate responsibility and forging partnerships with key stakeholders, as well as inspiring girls and young women entrepreneurs. It was established as a special chamber whose members are cross-cutting from all activity sectors. Therefore, in response to the different barriers faced by women in business, the chamber has been designed as a platform aiming to enhance opportunities and increasing their business potential, especially in micro and small enterprises.
Rwanda Chamber of Women Entrepreneurs (RCWE) is implementing a project on strengthening the Women in Business which aims at reducing gender-based constraints faced by women in trade, increase access to trade support services, improve skills and capacities of women traders funded by Trademark East Africa.
It is against this background that Rwanda Chamber of Women Entrepreneurs (RCWE) in collaboration with the Private Sector Federation Secretariat is looking for a suitable candidate to fill the position of Project Coordinator who will coordinate the implementation of RCWE’s activities.
Under the direct supervision of the Executive Director and the close collaboration with the Chairperson, the Project Coordinator shall undertake the following duties and responsibilities:.

Job Responsibilities:
• Coordinate the development of RCWE’s Five Year Strategic Plan in collaboration with the Executive Director and Chairperson of RCWE;
• Review RCWE’s existing strategy and other relevant policies in order to identify gaps and develop recommendations that will strengthen organizational and management capacity of the RCWE;
• Lead development and implementation of RCWE programme planning;
• Develop action plans or implementation plan for RCWE within the framework of the Strategic Plan, in collaboration with the Executive Director and other staff;
• organize midterm and final reviews of the implementation of a strategic plan;
• Develop fundraising plans in collaboration with the Executive Director, Staff and the Board of RCWE;
• Develop, update and orient program staff to RCWE project cycle management including project procedures and reporting mechanisms;
• Prepare the annual RCWE program calendar;
• Keep the Executive Director informed and updated on all project matters;
• Perform any other duties/function as may be assigned by the Executive Director and the Board of Directors;
Specific responsibilities
• Work with the Executive Director to identify potential donors and present proposals;
• Assess the local donor landscape as well as regional/global initiatives that support inclusive gender-responsive trade development and formulate a strategy to attract such support for interventions that will complement the existing sources of funding;
• ensure project personnel meet donor/partner requirements for timely technical and financial reporting;
• Ensure appropriate reporting format, quality, content and timely delivery of reports to a donor, partners, and other relevant stakeholders;
• In collaboration with the Executive Director, prepare programme/project report to the Board;
• Support the identification of topics for advocacy research that will be prioritized through stakeholder engagement, sector-specific focus groups and any other sources that will lead to the development of relevant policy position papers;
• Develop and update monitoring and evaluation system for RCWE;
• Monitor project/ programme outputs and outcomes;
• Ensure M&E for quality and timely implementation of RCWE projects/ programmes;
• Conduct regular meetings to assess performances of program units;
• Conduct annual performance appraisal and training needs assessment of RCWE staff;
• Develop and recommend annual training/capacity-building plan based on programmatic priorities;
• Support skills development within the RCWE through mentorship, coaching and quality assurance were required for the benefit of Chamber staff, Board of Directors as well as any other individuals as may be deemed relevant by the RCWE leadership.
• Facilitate Executive Director and Administrative Assistant in Project Cycle Management, project proposal writing and project report writing;
• Establish, develop and maintain a network of contacts and good working relations with stakeholders, donors and important government partners including relevant Ministries and related line agencies;
• Work closely with the Executive Director and RCWE Staff on matters related to administration and finance such as budgets, development, and revision of MOU and agreements with partners and beneficiaries of RCWE;
• Ensure compliance of programme/ projects to agreements, MOUs, and regulations;
• Perform any other duties as may be required by the Supervisor

Job Skills:
• Strong background in business and private sector development combined with a good understanding of Rwanda private sector associations, Government structures and political environment would be a major advantage;
• Excellent skills in leadership, Strategy, Entrepreneurial, Planning, Budgeting, Marketing, Innovation, Capacity building, Project management, Risk management, Business performance, Decision-making, timely and quality reporting;
• Demonstrated knowledge and competence in Project management is a must;
• Working experience in private sector support related development projects in EAC/COMESA countries would be a significant advantage.
• Has analytical, good writing and essential computer skills;
• Good planning and reporting/minutes/memo writing skills are required;
• Excellent managerial and leadership skills, including the ability to provide strategic and technical guidance, coach and mentor organization staff/leadership;
• Proven excellent interpersonal and communication skills;
• Ability to work in a multi-cultural and multi-national environment
• Analytical and problem-solving skills
• Kinyarwanda, English and French-speaking and writing fluency as well as good translation skills;

Job Qualifications:
• A minimum of Master’s degree in Project Management, Management, Economics, Business Administration and other related fields.
• Must have at least five (5) years of work experience relevant to the function.
