Title: Senior Database Specialist
Project: USAID Soma Umenye (Rwanda)
USAID Soma Umenye will work to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda by the end of Grade 3. Specifically, USAID Soma Umenye will target all children in Grades 1-3 attending public and government-aided schools nationwide and ensure that at least 70 percent of students are able to read grade-level text with fluency and comprehension by the end of Grade 3.
Project Goals
USAID Soma Umenye aims to achieve the following two goals:
• To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
• To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.
• To achieve the above goals requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and the Rwanda Education Board (REB)..

Job Responsibilities:
• The principal duty of the position is to develop the REI data model and database infrastructure using parameters defined by the Database Architect and ensure integration of data flow and utilization within the website architecture.
• The primary job functions include:
• 25%: Oversee design, development and management of local and enterprise level data systems and consult with REI project organizational partners as needed with regard to development of their own internal systems insofar as the development of those partner systems impact REI systems and projects.
• 15%: Development and deployment of extraction, transformation and loading protocols for data transfer from external data sources into REI project data systems and other aspects of data modeling. Train junior database staff on data modeling fundamentals.
• 10%: Manage Database Developer position and coordinate database development activities with web development team.
• 10%: Make autonomous decisions to meet project goals, timelines, and deliverables; independently manage multi-stranded data integration and reporting projects; provide additional consulting and analysis services to clients as needed.
• 10%: Develop and maintain protocols and systems for the verification of data integrity and authenticity within REI project systems.
• 10%: Manage funded projects with internal and external partners and personnel assigned thereto, manage projects on task and submit deliverables per stated deadlines.
• 10%: Coordinate development and deployment of database security protocols to protect the confidentiality of school records utilized within REI projects.
• 10%: Maintain effective interpersonal relations and communications in a team workplace environment; provide status reports as needed on data model and database implementation.

Job Qualifications:
• Position requires a master’s degree in related field of computer science, OMIS, or education, plus two years of relevant experience; or a bachelor’s degree in computer science with 5 or more years of relevant experience in the development and/or management of local and enterprise-level database or data warehousing systems, demonstrating leadership skills with progressive areas of responsibility.
• Expertise in data process modeling.
• Expertise in SQL system development and management.
• Demonstrated experience/proficiency in programming, statistical analysis.
• Knowledge of education data systems and applications strongly preferred.
• Ability to adapt quickly to project requirements for different stakeholders and to shift focus to serve changing project goals.
• Proven ability to work on project teams both in lead and support roles.
• Demonstrated exemplary diplomatic, oral and written communication, and interpersonal skills. Written and spoken proficiency in English.
Location of Assignment: The location of assignment Kigali, Rwanda with intermittent travel throughout the country.
Duration of Assignment: Long-term
Supervision: The Senior Database Specialist will report directly to Intermediate Result 2 Lead, USAID Soma Umenye chief of party or his designee.
Expected Salary: Commensurate with salary history and experience.
