TERMS OF REFERENCE FOR AN ACCOUNTANT CONTEXT
Inspire, Educate and Empower Rwanda (IEE) is a Rwandan local NGO that builds alliances with schools and communities, helping to sustain triumphs of the times while designing and delivering innovative programs to address challenges to the provision of quality education. Since 2005, IEE has complemented efforts of the Ministry of Education/ Rwanda Education Board, contributing to educational implementation.

PURPOSE OF THE ROLE
To support the provision of efficient financial management services for IEE by providing transaction processing services, preparing reports and supporting IEE team members to comply with IEE and statutory policies and procedures.

RESPONSIBILITIES

Key responsibilities/accountabilities

  • Initiate payment processes by preparing payment vouchers with complete supporting documentation and analysis for review and approval by budget and finance managers.
  • Post approved payment vouchers to the QuickBooks Account.
  • Prepare transaction journals for the approval and posting into the QuickBooks Accounting System.
  • Maintaining a complete filing system for the finance team to ensure all financial records are always filed away and can easily be retrieved by other users for review, reporting as well as audit purposes.
  • Ensuring all bank statements are received, bank reconciliations generated, approved by the Finance manager and properly filed.
  • Maintain petty cash for the office and ensuring payments are within IEE’s policy and procedures, posting these payments on the finance system as well as submitting to a cash count whenever requested.
  • Process staff advance requests and ensuring advances made are disbursed promptly and in line with policy and procedures as well as posting advance disbursements into the QuickBooks accounting System on a regular basis.
  • Maintain and update the fixed asset register for the IEE country office.
  • Support budget holders to complete their annual budgets and helping to produce budget reports to be reviewed by the Finance Manager and budget holders.
  • Under the supervision of the Finance Manager, prepare monthly financial reports and activity-based budget versus expense project reports for the Country Director.
  • Under the supervision of the Finance Manager, prepare monthly updated budgets of different projects for the Country Director.
  • Provide general financial support as required for the office management and for the projects.
  • Under the supervision of the Finance Manager, prepare monthly tax declaration for IEE staff members.
  • Undertake any other finance and related activities as may be requested by the Finance Manager or IEE Management.

PERSON SPECIFICATION

EDUCATION

Essential

  • University graduate with a relevant degree in accountancy or business administration with a specialization in accountancy from a reputable institution.
  • Demonstrable finance experience including the use of computerized accounts system and a minimum of 3 years’ experience of working in a finance environment.\
  • Good understanding of accounting concepts and principles.
  • Experienced in records management.
  • Working as part of a multi-disciplinary team.

Desirable

  • Possession of a professional accounting qualification e.g. ACCA, CPA etc.
  • Prior experience in a similar role

KNOWLEDGE AND SKILLS
Essential

  • Knowledge and experience in using QuickBooks accounting package.
  • Comfortable with MS Office and good working knowledge of excel.
  • Basic knowledge of computerized accounting.

Desirable

  • Organizing events/meetings
  • Knowledge and experience of donor grant management.
