JOB DETAILS:
The Rwanda Civil Society Platform (RCSP) is a non-governmental organization that was established in 2004 with an objective to setup up a platform for information sharing and consultation between CSOs and their partners. It operates in accordance with Law No. 04/2012 of 17/02/2012 on the organization and functioning of national non-governmental organizations in Rwanda. It is currently composed of 9 national umbrella Organizations which have more than 500 Member NGOs in total. The RCSP main mission is to serve as a framework for consultation, reflection on common issues, information sharing, support and mutual reinforcement and to provide valid interlocutor in the face of various partners of civil society.
To achieve its mission, RCSP wishes to recruit a highly motivated candidate to fill the following vacant post:
Post title: Accountant


Job Purpose
To operate daily accounting duties of the RCSP in line with partners financial policies, procedures and international accounting standards and ensuring compliance with the set regulations.


. Key responsibilities: (Budgeting, Accounting &Reporting):

  • Making & keeping proper accounting records
  • Preparing cash flow plans of RCSP funds in line with budgeting guidelines;
  • Ensuring smooth cash flow from donor to projects
  • Producing periodic financial statements of RCSP funds


The more specific duties and responsibilities will include:

  • Preparing budgets and cash flow plans of RCSP activities, covering implementation of projects components as well as the recurrent operational costs.
  • Posting transactions of operations related to the Designated Accounts, the Counterparts funds bank account, Petty Cash and Sub grants Accounts;
  • Registering, tracking, disbursing and accounting for all funds from donors of RCSP
  • Preparing and maintaining accounting records.
  • Preparing monthly bank reconciliations for all RCSP bank accounts.
  • Preparing payments after checking that all supporting documents are available
  •  Working with the RCSP finance team in preparing periodic financial and management reports.
  • Deductions & declarations of all statutory dues.
  •  Maintaining the Fixed Assets Register in collaboration RCSP affiliate institutions benefiting from RCSP funds and participate in assets inventory.
  • Prepare quarterly Financial management reports, withdrawal applications and related disbursement schedules
  • Participate in the planning and preparation of both internal and external audits.


Person specifications:
The candidate should fulfill the following requirements:

  •  A University degree preferably a Bachelor in Business and Administration with a major in Accounting or finance. Full or part professional qualification administered by a recognized professional body(CPA) will be an added advantage,
  • Proven experience in handling Donor funded projects
  • Proven Experience in working with local NGOs
  •  Must have proven knowledge of International accounting standards and knowledge of the accounting principles applied by NGOs will be an added advantage
  • Competitive written and oral communication skills, team building skills,, high level of integrity.
  • High level of proficiency in computer application particularly Excel and the use of SAGE accounting software
  • Knowledge of NGO donor reporting requirements will be of added advantage
  • Excellent numeric, writing and communication skills
  • Good interpersonal skills and ability to function well in team work environment
  • Good organization and planning skills, ability to work quickly and accurately to meet deadlines
  • Good judgment analytical and conceptual skills
