2. Background

SOS Children’s Village Rwanda started working in Rwanda in 1979 and it is a child rights focused organization which has been working to meet the needs and protect the interests and rights of children without parental care or those at risk of separation with their families. To be more effective it has enlarged its interventions and developed outreach programs aiming at preventing children from separation with their families through initiatives to promote stability of families. This program empowers families to strengthen their capacity to protect and care for their children and strengthen the safety nets for vulnerable children and their families within the community.

In order to fulfil its mission, SOS Children’s Villages Rwanda is implementing a “Quality Care Project”. The overall objective of the project is: Improved wellbeing of orphans and vulnerable children in Bugesera, Kamonyi and Kicukiro Districts in Rwanda

Project Outcome: At least 1,200 vulnerable children without adequate parental care in the districts of Bugesera, Kamonyi and Kicukiro receive quality care and protection, and state and non-state local child protection structures use effective mechanisms to intervene in and prevent cases of child rights violations.This outcome will be achieved under the following three subgoals:

Subgoal 1: At least 300 families in the districts of Bugesera, Kamonyi and Kicukiro have improved skills to care for their children;

Subgoal 2: At least 455 community-based structures are active and have improved capacities to support vulnerable children and families;

Subgoal 3: State and non-state child protection structures at district level are strengthened to ensure that children's rights are respected. It is for this reason that SOS CV Rwanda is recruiting a qualified consultant to support CPTWGs and JADF in outcome-based planning in child protection.

The expert will work on a casual contract in 2020 and 2021 and will be responsible in advising the project staff and CPTWGs members on mechanisms to influence JADF and district officials to prioritize child protection issues.

3. Main objective of the consultancy

The expert will work on a casual contract in 2021 and will be responsible in advising the project staff and CPTWGs members, JADF and district officials on mechanisms to prioritize child protection issues.

To achieve a higher priority for child protection, the project will build capacity of Child Protection Technical Working Groups within JADF through the following activities:

Build understanding of project and gain buy-in among high level local authorities in the districts where the project is being implemented. The Overall objective of the project is to improve the wellbeing and protection of rights of vulnerable children.
Be influential in JADF Meeting to push child protection issues visible on JADF agenda in the 3 districts
Train local authorities on outcome-based planning in child protection not just training on child protection.
Based on a rights-based approach, the trainings will provide an overview of child rights relevant policies and methods for identifying child rights violations and setting results-oriented goals for the work of the CPTWG and their effective implementation.

4. Expected outcomes and scope

This will also enhance their capacity to support the coordination of the child protection system at lower levels of government. Three training sessions are planned in each of the three districts.

CPTWG members will contribute to the development of tools, templates and processes for monitoring the child protection agenda at the JADF level in a participatory approach.
Organisation of annual round tables to exchange experiences and best practices between the relevant JADF structures in the three districts of project implementation
Increase the expertise of JADF members, which in the short term will improve strategic planning with regard to the prioritisation of family and child protection issues and in the longer term will improve the implementation of the JADF child protection agenda.

5. Proposal specifications

Candidates are invited to bid on the assignment described above not later than June 23 2021.

Detailed technical and financial proposals must be submitted in English. Signed proposals can be submitted in pdf.

The Technical Proposal is limited to 5 pages should demonstrate knowledge and understanding of the tasks set forth above and the candidate’s capacity to perform the assignment. The following information should be provided in the technical proposal:

In-depth description of the candidate’s recent experience in a similar assignment.
Description of the methodology proposed to reach the outcomes outlined above.
Estimated days for preparation and completion.
Up to date C.V. of the Consultant.
The following information shall be disclosed as part of the technical proposal:

Statement to certify that all the information provided in the candidate’s bid is, to the best of its knowledge, accurate and complete. Any misleading or false information may result in disqualification of the candidate at the sole discretion of SOS Children’s Villages.
List of previous contracts.
The financial proposal should be submitted in RWF with sufficient details to facilitate cost comparison and assessment. The candidate must specify the cost of:

Consultant fees, Per diem.
Other direct costs.
The financial proposal of the selected candidate will be reviewed during contract negotiations to determine the final contract price. The contract will be drawn up during the negotiation stage.

6. Profile of candidate

The consultant should have a proven in-depth experience working with local structures, occupied high level profile positions at District or Sector level
Have strong experience working with JADF being able to work local authorities in the targeted districts (Bugesera, Kamonyi, Kicukiro)
Be able to sell the project to locally implementing community structures and gain their support to implement the project as planned
The consultant must have a proven conceptual, analytical and evaluative skills, the ability to conduct trainings, identify issues, formulate options, reach conclusions, and make sound recommendations;
The consultant must have at least a Master’s Degree in Social Studies, Development Studies, Project Planning and Management or other relevant development field
At least 3 recommendation letters from 3 recognizable high level local authorities at province or District level.
Proven ability to write, read and speak Kinyarwanda and English in a clear and concise manner;
Experience in developing tools and comprehensive training and materials.

The requirements are as follows:

Having a known workplace (for a consultancy firm);
Having a company registered in RDB (for a consultancy firm);
The issuance of an EBM invoice (for a consultancy firm);
Proof of payment of tender submission fees (not refundable) equivalent to Thirty thousand Rwanda francs (30,000Rwf) to the account number: 400418314910177 entitled SOS CV Rwanda Trust Account, opened in BPR.
