Project Summary
USAID Soma Umenye is a five-year project that aims to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda. Covering all 30 districts of Rwanda and working in close collaboration with the Rwanda Education Board (REB) and the Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s national development priority of ensuring that Rwandan primary-grade students acquire the fundamental competency of literacy so that they can succeed in future schooling and, later, in the modern workplace.
Project goals:
Soma Umenye aims to achieve the following two goals.

  • To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
  • To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.
    To achieve the above goals, it requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and REB.

Principal Duties and Responsibilities

  • Support the finance team with day-to-day management of project activities
  • Review staff travel advance requests & expense reports, including requests related to training activities;
  • Review all training documentation that comes in for compliance with USAID/Chemonics policies, ensuring sufficient payment justifications and reconciling discrepancies;
  •  Regularly update the payment tracker;
  • Assist in preparing the foreign taxation reports to the RRA and USAID;
  • Assist in scanning financial documents on monthly basis;
  • Serve as primary reviewer of Mobile Money transactions in online system;
  • Assist the operations and finance team with general project operations, including coordinating with other departments such as procurement and technical teams;
  • Complete other tasks as assigned by supervisor.

Job Qualifications

  • At least 3 years’ experience working in Finance/Accounting department for donor-funded projects, USAID-funded programs preferred;
  • Bachelor’s degree in accounting, business administration, finance, or related field required;
  • Proficient in Microsoft Office programs, especially MS Excel.
  • Previous experience and familiarity with any accounting systems or software such as Quick books, Excel.
  • Good understanding of finance and accounting functions.
  • Ability to closely follow Chemonics and USAID guidelines and controls as required of the position.
  • Fluency in English required, both written and oral.
  •  Ability to work both independently and in a team.

Level of Effort and Location of Assignment
This is a long-term position and the location of assignment is Kigali, Rwanda, with the possibility of intermittent travel throughout the country.


Supervision
The Finance Assistant will report directly to the Senior Finance Specialist or his/her designee.
Expected Salary: Commensurate with salary history and experience.
