JOB DETAILS:
ActionAid International Rwanda is seeking a Project Accountant to oversee the financial management of a new four-year institutional donor funded project in Rwanda focusing on VAWG and SRHR. ActionAid Rwanda is a non-profit making International Non-Governmental Organisation working for the development of communities in Rwanda to eradicate poverty, inequality and injustice. The project will work with girls and women’s rights organizations to increase girls’ ability to demand their rights, take control over their bodies, and hold decision makers to account by increasing their confidence and knowledge of their rights. The project will address the root causes of VAWG and wider community members, men and boys will be engaged to tackle gender inequality and change social norms.


Purpose of Role:
The Project Accountant will be responsible for the financial integrity of the project, including but not limited to monitoring financial progress, developing consolidated financial plans and reports as required by the Project Management Team and the donor, recording and maintaining all financial records and ensuring that ActionAid Rwanda and the donor’s financial policy and procedures are followed by all project staff. She/he is expected to work closely with Project Manager and Project Officers and will play a key role in ensuring that the project is delivered on time and to agreed budgets.

KEY RESPONSIBILITIES

  • Ensure financial controls, processes and procedures are in place to allow adequate financial monitoring of project expenditure and to ensure adherence with ActionAid and the donor’s financial procedures and guidelines
  • Ensure project staff and implementing partners understand the financial requirements of the project and have systems that can meet these requirements, advise on donor specific financial rules and regulations and support staff to meet these
  • Working with the Project Manager and officers to, prepare budgets and forecasts for project and ensure strict compliance
  • Prepare accurate and timely internal and external financial reports, as required by the Project Management Team, Project Accountability Team and donor
  • Ensure that financial reports include actual versus budget analysis, and work with programme staff to develop narratives on expenditure
  • Facilitate internal and external audit processes in relation to the project and ensure audit requirements are monitored throughout the project
  • Provide ongoing financial risk analysis and recommendations of risk management strategies
  • Maintain and log all project expenditures including petty cash
  • Maintain and monitor cash flow of projects to ensure adequate fund balance to run the projects activities including timely collection of grants from donor in accordance with terms of the contracts
  • Prepare monthly bank reconciliations; handle cash; conduct cash count on a regular basis; ensure timely processing of regular payments (e.g. Income Tax and Social Security)
  • Review and advise on all field financial requests from staff and suppliers; manage liquidation & retirement of all advances
  • Liaise with project team to ensure project accounts are correctly maintained and accounting procedures and treatments are in compliance with established work plan
  • To ensure that any interest accrued by the project is tracked and used in line with the donor’s requirements.
  • To provide guidance to the Project Manager and country programmes implementing the project on how to manage exchange rate fluctuations
  • Provide ongoing financial risk analysis and recommendations of risk management strategies
  • To support the Project Manager in the use of the financial analysis for sound project management.
  • Work closely with the Project Manager to monitor the budget utilization and communicate any issues upwards from partners to Project Accountability Team
  • Promote zero tolerance for corruption and misappropriation of all project related resources
  • To perform any other relevant work assigned by the line Manager.

Critical competencies:
Experience

  • Experience of at least 3 years in Finance or other related fields
  • Must have strong knowledge of internal controls and budget/cash flow monitoring
  • Excellent financial management and administration skills, and good knowledge of international accounting standards
  • Experience in preparing plans and budgets, management and financial reporting, analysing financial reports and plans, and developing financial operational systems and schedules
  • Experience of financial capacity building in others and of delivering participative training to INGO and local partner staff
  • Experienced in using accounting software appropriate for a large international organisation, experience in using SUN is preferred
  • Experience in advanced Excel

Skills/Abilities

  • A strong commitment to ActionAid’s values
  • Proven ability to prioritise in a demanding environment, multiple accountabilities, and to tight deadlines
  • Strong analytical, financial reporting, and presentation skills with the ability to present complex issues clearly and concisely
  • Proven ability to work in an accountable and flexible way in an international organisation
  • Requires cross-cultural experience, understanding and sensitivity of gender issues.
  • Excellent skills in written and spoken English, as well as spoken Kinyarwanda
  • Ability to work and communicate effectively with a variety of partners (community members, partner NGOs, government and donor agencies, etc.)


Qualifications

  • Minimum of a Bachelor’s degree in Accounting or Finance
  • Professional accounting or financial management qualification is an added advantage
  • Knowledge of/and or experience of accounting for the Not for Profit, NGO and/or Development sectors, within Rwanda as a preference
