IOM Rwanda is implementing multi component migration management and border management programs which aim at improving migration management, at enhancing integrated border management and at increasing cross-border trade through provision of capacity building trainings, infrastructures- including One Stop Border Post (OSBP)- and services, including strengthening capacities of border agencies to respond to the emerging needs and challenges in managing mobility at points of entry and contributing to social cohesion of cross-border communities.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Regional Programme Manager, the successful candidate will supervise and coordinate the daily implementation of the activities under the Immigration and Border Management (IBM) unit in Rwanda.

Core Functions / Responsibilities:
1. Support in the coordination and implementation of projects according to the work plans, implementation strategies, technical requirements, especially with regards to the consolidation of the integrated border management model, and expenditure plans to facilitate timely achievement of project activities and results.
2. Monitor the progress against project objectives, in particular, the achievement of projects’ deliverables and budgets, and project benchmarks, and draft narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures and deadlines.
3. Coordinate the design and implementation of contextualized capacity building activities in migration and border management that target relevant institutions, communities, and migrants/traders as well as project staff.
4. Participate in regular meetings on IBM related subjects at country and regional levels and closely coordinate the project activities with partners and stakeholders including the donor, Governments, UN agencies, communities, I/NGOs and other relevant partners.
5. Facilitate the adequate information management of project activities including production of tailored information material presenting a coordinated border management perspective, as related to project activities and of other relevant communication and visibility materials, according to the donor and IOM rules.
6. Coordinate and make logistical and administrative arrangements for activities, document gaps/challenges, especially related to the technical aspects of the integrated border management model, and propose action to expedite the delivery of outputs.
7. In accordance with IOM’s procedures and regulations, assist with the timely recruitment and briefing of project staff, consultants and/or experts required for the implementation of the project activities and provide guidance to support the maintenance of a cohesive methodology for the achievement of migration and border management activities.
8. Monitor the progression of activities and budget consumption of implementing partners in close coordination with relevant IOM units at country and regional levels and assist in building synergies with regards to deliverables requiring a coordinated approach among border agencies.
9. Undertake travel duty, as required.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:

• Master’s degree in International Relations, Development, Law, Political or Social Sciences, or a related field from an accredited academic institution of relevant professional experience with two years of relevant experience; or
• University degree in the above fields with four years of relevant professional experience.
• Experience
• Knowledge and experience in migration-related topics;
• Experience in building migration management capacities of governmental authorities;
• Experience in working in similar contexts with UN institutions, other relevant international organizations, governmental authorities, NGOs would be an advantage;
• Experience in liaising with governmental authorities, national/international institutions (including EU institutions) and Non- Governmental Organizations, (NGOs) on matters related to migration issues and overall work and mandate of IOM.

• In depth knowledge of migration related subject areas dealt with by the Organization, especially in Integrated Border Management;
• Knowledge of national and regional issues in the thematic area is a distinct advantage;
• Information management and data collection skills;
• Demonstrated proficiency with Microsoft Office applications and in the creation of eye-catching visual material/reports;
• Mature individual, able to work independently, effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels;
• Demonstrated capacity building skills, especially for Government institutions;
• Sound writing skills, including ability to develop analysis papers; and
• Knowledge of UN and bilateral donor programming.
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and French is required (oral and written). Working knowledge in Kinyarwanda and/or Swahili is an advantage.
