(ToR)-Developing a National Water Resources Atlas for Rwanda
1. Background
The “Embedding Integrated Water Resource Management In Rwanda” (EWMR) Project funded by the Government of the Netherlands and implemented by the Rwanda Water Resources Board(RWB) with technical support from a consortium led by the International Union for Conservation of Nature(IUCN) aims to integrate various IWRM packages in landscape restoration and human livelihoods improvement.
The Rwanda Water Resources Board – RWB is mandated by the law to undertake three priorities water resources actions- control and reduce soil erosion, flood management, and control, and, increase annual water availability per capita. To fulfil this mandate one of its missions is to establish strategies aimed at knowledge based on research on water resources knowledge, forecasting on water availability, quality and demand. In this regard, RWB with the technical support of International Union for Conservation of Nature – IUCN aims to develop the National Water Resources Atlas.

The primary objective of the National Water Resources Atlas is to present information on water resources of Rwanda, its spatial and temporal distribution, and uses. The Atlas makes extensive use of illustrations to present facts, characteristics, and trends with respect to the water resources and serves as a shared knowledge on water resources management in Rwanda.
The National Water Resources Atlas is designed to provide comprehensive and current water resources data for the country and to promote evidence‐based and knowledge‐supported decision-making by citizens, scientists, civic and private section, and national planners.

2. Objective of Assignment
The primary objective of this short‐term consultancy is to consolidate existing water resources data and information, and generate a National Water Resources Atlas with illustrative maps, graphs, photos, and narratives.

3. Tasks/scope and responsibility
The consultant(s) will work closely with RWB and IUCN technical team to:
a) Identify available water quantity and quality-related data from different sources.
b) Determine the thematic areas of the Atlas based on data availability and standards.
c) Select and agree on appropriate water resources indicators relevant for use in the Atlas report.
d) Acquire high-resolution images and data for water-related features in Rwanda.
e) Hold consultations with key partners in water resources management at both national, regional, and international level (government departments, research institutions, Universities, private sector, and civil society) to ensure their data and information are gathered.
f) Archive the collected data systematically for easy retrieval; use appropriate metadata system to document vital information on the data.
g) Provide brief texts describing the illustrations developed, taking into account comments received on available texts and captions.
h) Compile and process appropriate data into meaningful indicators and illustrations to ease interpretation of the generated information.
i) Prepare and validate the final version of the National Water Resources Atlas.
4. Deliverables and timelines

The assignment will be completed in 30 person days over a three month period. Deliverables and tentative labour days for each are indicated below.
Deliverable Duration
1 Inception report – A roadmap for the development of the Atlas, proposing an outline for the Atlas – its content and organisation based on experience and discussions with RWB and IUCN, the methodology to be employed 5 days
2 Draft version of the Atlas -
Deliver a presentation consolidating information in the draft atlas 20 days
3 A final version of the National Water Resources Atlas (Electronic version), after integrating feedback received from RWB and IUCN 5 days
• The draft version shall be subject to the validation by stakeholders and comments/inputs from stakeholders shall be considered in the final version.
• The electronic version of the Atlas must be in editable format and the non-textual content must be provided on removable media (photos in jpeg format and maps in the form of GIS projects).

5. Qualifying criteria for the consultant(s)
The consultant(s) is expected to demonstrate competence and experience as indicated below:
• Advanced degree preferably in Hydrology, Environmental Sciences, or Water Resources Management with specific experience (at least 5 years) in gathering, and organizing data including spatial datasets. Work experience with standard GIS tools will be an advantage. Strong analytical skills, initiative, and demonstrate problem–solving skills.
• Excellent skills in spatial data analysis and presentation.
• A strong delivery-oriented work ethic, sound time-management and prioritization skills with the ability to provide deliverables within agreed timelines;
• Excellent interpersonal and networking skills,
• Strong technical report writing skills in English.
• Familiarity with Rwanda context; particular experience in water resources management.
• Graphic design, layout and editing skills will be an added advantage.

6. Evaluation Method
The proposals received will be evaluated as indicated in the table below.

Advanced degree in Water Resources, Hydrology and/or Water resources Management. 10%
At least 8 years of experience in carrying out similar consultancies, developing natural resources Atlases preferably in Water Resources Management with at least 3 similar assignment successfully completed. 40%
Technical proposal showing a clear understanding of the assignment: Approaches/methodology suggested in the technical proposal are well-defined, relevant, and correspond to the assignment of the TORs 40%
A work plan, providing a clear path for successful, on time, on-budget completion of the work. 10 %
Total 100%

7. Application requirements
Applicants should submit their technical and financial proposals including:
a. A brief cover letter noting motivation for submitting a proposal and suitability to provide requested services.
b. A brief description of the approach to be used and the work plan building on information provided in this ToRs.
c. Updated CV(s), showcasing relevant experience and training for the consultant(s) and the support staff where desired.
d. A financial proposal with an indication of the number of days against tasks and or deliverables, and including proof reading and typesetting the Atlas. The total remuneration for the consultancy should not exceed Eight Million Four Hundred Thousand Rwandan Francs (8.400.000 RWF) (tax inclusive).
