TERMS OF REFERENCE For INTERNET SERVICE PROVISION

1. Objectives

The present Terms of Reference aim to provide a framework for full TCP/IP Internet Service Provision for the SOS Children’s Villages Rwanda (SOS Rwanda), located in three Provinces (Nyamagabe in Southern Province, Gicumbi in Northern Province and Kayonza in Eastern Province) and Kigali City (Gasabo).

The service should be provided based on a fixed monthly fee. Capacity requirement: symmetric 80 Mbps bandwidth for five Location and 4 (4G) Modems of 3GB per day as backup, Connection should be fiber-optic. The service is expected to be dedicated, highly stable and reliable. The successful provider must have 7x24x365 coverage for technical assistance and/or helpdesk facilities.

SOS Rwanda currently has around 150 end users connected through an inter-office LAN and Data Connectivity System.

2. Technical Requirements

Speed requirement: symmetric 6.0 Mbps bandwidth.
In case of a shared channel, the minimal guaranteed bandwidth should be clearly mentioned in the proposal.
Connection should be fiber-optic in all locations; 4G connection back-up is mandatory.
No limitations on traffic/ports; bandwidth capacity should be ensured through direct IPconnection.
Subnet of at least 8 static publicly routable IP addresses is required.
Service reliability must be ensured. Overall uptime should not be less than 98%.
Data confidentiality guarantee; Provider may not scan traffic (if this should be done for finding problems in the network a prior SOS Children’s Villages Rwanda agreement must be obtained).
All necessary hardware, cabling and software (if required for Internet service) should be provided and set up by the provider.
Latency from the SOS Children’s Villages Rwanda/all locations to Innsbruck, Austria shall be no more than 60ms
Offeror should provide a backup 80 Mbps fiber optic link.

ISP must be able to manage the Customer Premises Equipment (CPE) to be installed in the SOS Children’s Villages Rwanda Offices.

Fiber optic connectivity from the ISP to the Internet backbone

3. Additional Notes

The successful provider must have 7x24x365 coverage for technical assistance and/or helpdesk Facilities. Under the normal circumstances, all problems should be resolved within maximum 24hours after the notification from SOS Rwanda is received. The provider is also responsible for Contacting designated SOS Rwanda network specialist (s) for both scheduled and un-scheduled downtime.
Offerors are required to describe what alternate routing or fallback arrangements for continuity or service they have in place (if any), should their primary link(s) to the Internet backbone become non-operational. The offeror is to indicate what contracting arrangement they have with the primary Internet providers they work with.
The selected provider must provide monthly reports on network performance, utilization andusage analysis.
SOS Rwanda may wish to visit the vendor's Network Operations Centre.
The successful provider must have a physical presence, including availability of technical support, in all Districts where SOS Rwanda offices are established.

4. Implementation Timeline

All installation works should be accomplished and connection launched within 15 days after the signing of the contract.

5. Contractual and payment provisions:

Internet service should be based on fixed monthly fee payment plan with no additional cost
Contract duration: 2 years with a possibility for graceful exit with a 60 days period of written notice, without penalties for SOS Rwanda.

6. Qualification Requirements and Terms and Conditions

SOS Rwanda needs the following qualifications and Terms and conditions from the potential offeror:

At least 6 years minimum relevant experience in provision of services in nature, scale and complexity commensurate with the present terms of reference, with already provided services possessing features required by these terms of reference. The company must have at least five similar contracts (similar by scope, nature and amount), preferably with international/intergovernmental organizations. Evidences of these contracts are required; references from other clients are highly welcome.
Qualified and experienced experts in system administration, working under the general supervision and guidance of the department and / or company manager and under the overall oversight of the focal person in SOS Rwanda. The proposed team should have solid experience in the provision of services in nature, scale and complexity commensurate with this requirement.
Seven days a week and 24 hours per day coverage for technical assistance and/or helpdesk facilities. Any problem should be resolved within a maximum of 24 hours after the notification.
The bidder must have a Network Monitoring System (NMS) supported by a qualified and experienced engineers/technical support team.
Indicate needed last mile fiber installation works from the nearest tapping point of the provider’s existing fiber network, associated cost if any, and the number of days needed to extend the network to the 5 SOS Rwanda sites (Gicumbi, Nyamagabe, Kayonza, National Office in Kacyiru, SOS Training Centre in Kacyiru, and SOS Technical School in Kagugu). Alternatively, provide proof that the provider has discussed with the owner of the existing last mile fiber cable and secured permission to use it.
Proof of payment of tender non-refundable fees equivalent to (30,000 Rwf) Thirty Thousand Rwandan Francs payable on SOS Children’s Villages Rwanda account number: 400418314910177 entitled SOS CV Rwanda TRUST opened in BPR.
