SUMMARY OF ROLE

IntraHealth seeks a Finance Manager for the USAID Ingobyi Activity. The Ingoybi Activity will support the Rwandan Ministry of Health (MOH) to contribute to the reduction of infant and maternal mortality and incidence of malaria in Rwanda, focusing on improving the availability, quality and utilization of RMNCH and malaria services and improving the health of women, adolescents, and children under five. The Finance Manager works under the supervision of the Chief Finance & Administrative Officer (CFAO) and is responsible for developing and implementing financial procedures in compliance with IntraHealth and USAID policies and procedures. Key tasks include overseeing monthly financial transactions, procurement, subgrants, consulting and purchase agreements; providing training and guidance to program staff and partners. S/he will be the project’s principal financial representative and will coordinate financial and administrative functions/support to zonal offices, ensuring the effective use of donor resources to meet project goals and mitigation of the risk of fraud. S/he leads the implementation of financial activities by ensuring that they are implemented in accordance with the organization’s mission, strategic objectives, and program approaches.

ESSENTIAL FUNCTIONS

  • Lead office finance and operations functions including the review of advance and payment requests; accurate and proper coding of supporting documentation; ensure the implementation of office financial systems in accordance with IntraHealth and donor policies and procedures.
  • Maintain an effective system of controls for payments to suppliers and service providers before entry into accounting software.
  • Prepare and submit approved monthly cash advance requests to headquarters to ensure availability of adequate cash flow to meet programmed obligations and commitments.
  • Compile monthly field accruals and forward to headquarters for inclusion in the centralized financial report.
  • Provide support to build staff capacity for financial management of activities.
  • Monitor expenditures against approved budgets and timely use of financial resources including the analysis of significant variances.
  • Compilation of other regular and ad hoc financial reports that may be requested by USAID, IntraHealth HQ, or the COP or CFAO.
  • Provide budget development support for program teams during annual work planning.
  • Provide leadership to the project team on budget monitoring through established mechanisms including periodic projections to budgets, performance targets and deliverables.
  • Inputs and updates revenue and annual budgets in an organizational web-based tool.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Minimum of a bachelor’s degree (Masters preferred) in accounting, finance, or business administration
  • Minimum of 5 years’ experience in a busy accounting department
  • Experience interpreting and applying USAID rules and regulations
  • Experience in donor-funded organizations preferred
  • Ability to work with minimal supervision
  • Excellent oral and written communication skills
  • Ability to work under tight deadlines and to multi-task
  • Ability to mentor and coach colleagues and supervisees
  • Oral and written English and Kinyarwanda communication skills required; Oral and written communication skills in French will be an advantage
  • Advanced skills using QuickBooks, MS Word, Excel, and PowerPoint.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Willingness and ability to travel and to work independently with all stakeholders
  • Willingness to accept additional responsibilities
  • Willingness to work overtime as required
  • Minimum noise levels in an office environment
  • Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
  • Requires lifting of 0-25 lbs. occasionally or as needed
