Overview of the Role
Job Purpose Statement
The Impact Management Team Leader is responsible for designing and overseeing the implementation of effective systems for impact measurement, knowledge management and internal accountability across all of CARE Rwanda’s programs and projects. The position has a critical role in supporting Project Implementation Coordinators to review M&E findings and take any necessary action to ensure that desired results are achieved; including compliance with SOPs, CARE & Donor policies, and the results that have been articulated in each project’s log frame. Additionally, the position holder will liaise with the Advocacy & Communication Team Leader to articulate evidence of CARE Rwanda’s contribution to inclusive & sustainable development and gender justice in Rwanda. .

Technical skills:
• Strong technical knowledge and understanding of program design, monitoring, evaluation, and reflective learning
• Skills in qualitative and quantitative data collection, data management and analysis, including knowledge of computer software; MS Office applications and other information systems (e.g., MS Word, Excel, PowerPoint, statistical packages, etc.)
• Ability to design both electronic and manual data collection tools and systems that are user friendly and effective
• Good skills in relationship building; including the ability to coach and support non-experts
• Proven skills in relationship building; including listening skills and the ability to build trust and credibility both in the village and at the policy table
• Familiarity with the main conceptual frameworks underpinning gender analysis, women’s empowerment, rights-based programming and the underlying causes of poverty
• Good communication skills both oral and written in Kinyarwanda, French, and English


Requirements
• Bachelor’s Degree in a relevant subject (e.g. Statistics, Rural Development)
• Post-graduate certification in Monitoring & Evaluation or equivalent
• 5 years’ experience in the design and execution of impact assessments, including baseline studies and project/program evaluations
• Experience in program monitoring & evaluation, donor compliance, and reporting
• At least 2 years (of the 5 years) working in an international organization, or extensive consulting experience working for international organizations
• Experience of working with management information systems and the design of data collection tools
• Experience of building the capacity of non-experts to implement effective M&E and Learning
• Experience in managing an M&E team
