Background
Rwanda Development Organisation (RDO) is a Non-Government organisation established in 1995 to support the initiatives of Rwandese in social and economic development with a vision to see Rwandans in control of their own destiny, enjoying good standard of living and sustainable development. RDO was assigned with the mission of empowering partner communities including those vulnerable to improve their human capital, achieve food and nutrition security, and establish market linkages in a sustainable natural environment. In this way, communities build better and sustainable socio-economic development.
Description of Farm to Market Alliance project
The Farm to Market Alliance-FtMA is an initiative of the World Food Programme (WFP) to support smallholder farmer organizations in Rwanda to access market for their produce.
Farm to Market Alliance (FtMA) is led by World Food Programme (WFP) in Rwanda and being implemented by Rwanda Development Organization (RDO) and Rwanda Rural Rehabilitation Initiative (RWARRI) in 18 districts countrywide. The Alliance promotes the establishment of the sustainable pro-smallholder agricultural value chain intending to increase smallholder income and foster commercial viability for private sector actors engaged in the Alliance. RWARRI and RDO are currently assisting 207 cooperatives regrouping 72,039 farmers, including 35,570 females who are growing maize or beans in season A, B, and C.
Main purpose of the job
The Monitoring and Evaluation Officer is responsible for supporting the Farm To Market Alliance Project team in monitoring, implementation and evaluation of the project activities through data management (data collection, entry, analysis, interpretation and reporting), developing, updating and maintaining databases for proper project documentation. The project is funded by the World Food Program (WFP) and targets 72,000 Framers in 18 districts in Rwanda. The project will be implemented by Rwanda Development Organization (RDO) and Rwanda Rural Rehabilitation Initiative (RWARRI) .

Duties & Key Responsibilities
• Project monitoring, evaluation, and reporting
• Support and work alongside the Programs officer to develop and review project monitoring and evaluation (M&E) systems and processes for the FtMA Project.
• Lead, coordinate, and support the project partners to develop and implement M&E systems and tools coherent with the Project Results in Monitoring Framework.
• In collaboration with relevant M&E officers from WFP and RWARRI, ensure the design and deployment of digitized/ICT-based solutions to enhance the efficiency of data collection
• Functionally supervise the field officers of RDO to ensure timely collection of quality data and that data is analyzed in real-time to inform continuous learning and improvement.
• Undertake regular field visits to project sites to monitor and support M&E activities.
• Ensure the project results framework is periodically updated and shared with project actors based on the project reports.
• Lead and support RDO Team in the collection and write up of evidence-based case studies and impact stories for use with donors and external communication channels.
• Contribute and support in the preparation of internal and external project reports, ensuring that the reports are evidence-based, disseminated to the relevant team members and that they are coherent and in line with expected standards in a timely manner.
• Provide leadership and coordinate the design, implementation, and dissemination of project monitoring and evaluations.
• Support and advice RDO Team on needs assessments, data collection and analysis, project routine monitoring and learning.
Project knowledge management and learning
• Record and follow-up learning from project evaluations and reviews.
• Establish mechanisms to promote cross learning between RDO teams and across other similar projects in the region.
• Support the project implementation teams, partner staff, and country office staff to develop skills in the use of relevant technology or electronic approaches to MEL.
Project quality control and donor compliance
• Assess the activities undertaken and ensure efficient and effective use of resources.
• Support the documentation and dissemination of lessons learnt.
• Ensure that all project information is recorded and organized using effective paper and electronic filing and archiving systems in accordance with RDO standard procedures.
• Ensure that all the project narrative and financial reports are submitted on time and in line with donor requirements; paying keen attention to the project measurement M&E guidelines and requirements.
• Ensure the RDO Quality Standards are integrated and delivered on throughout the project.


Skills/Abilities

• Excellent written and verbal communication skills in English, Kinyarwanda and/or French
• Excellent interpersonal skills including sensitivity in cross cultural communications.
• Familiarity with digital data collection tools such as ODK, Kobo tool box, ONA
• Ability to collate, analyze and report data in a clear and coherent manner
• Ability to organize and manage one’s own work
• Ability to priorities and work under pressure
• Ability to influence in a diplomatic manner

Person Specification
• Degree or equivalent qualification in Agriculture, Agribusiness, Development studies, Statistics, Rural development or other relevant courses
• Master’s degree/studies in Project management, Development studies or Project monitoring & Evaluation
• 4 years’ experience in providing M&E coordination or management support to program implementation
• Experience in project monitoring and evaluation, information management, and other learning efforts
• Experience in the monitoring and evaluation of agriculture or economic empowerment projects
• Experience in managing compliance and documentation for donors.
• Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups. Astute skills in relationship building and coordination.
• Project Management experience with local/International NGOs Donor project monitoring and evaluation management experience
