JOB DETAILS:
The position is open in WFP Rwanda, Kigali in the Monitoring and Evaluation (M&E) & Vulnerability Analysis and Mapping (VAM) Unit. WFP Rwanda Country Office (CO) aims to continuously enhance its operational information management and monitoring so that it not only meets WFP corporate requirements but also informs proper decision making. The incumbent will help ensure that robust Monitoring, Review and Evaluation Plans aligned to WFP corporate standards are developed to generate quality evidence on the lives of beneficiaries and inform policy, strategy and program design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. This incumbent will also help Programme team show the progress of activities on required performance indicators and generate relevant alerts for any potential areas of improvement on a regular basis for decision making by the management both at the Field Offices and Country Office levels. .

KEY ACCOUNTABILITIES (not all-inclusive)
1. Support in reviewing and updating the monitoring strategies and plans of Rwanda country office operations to ensure compliance with corporate standards and to maximize utilization of the data and information.
2. Review, revise and develop necessary tools for output and process monitoring and data collection and train staff and cooperating partners on proper usage.
3. Support the monitoring surveys in the country office including the Post Distribution Monitoring (PDM), and School Feeding Surveys among others through drafting the concept notes, developing tools and supervising enumerators training, field data collection and data analysis.
4. Produce regular monitoring reports and contribute to other donor and Adhoc reporting through analysis and reporting on routine monitoring data. Ensure making monitoring, review and evaluation findings accessible developing innovative, user-friendly and informative products.
5. Lead the management of data quality and data timeliness for the corporate monitoring systems particularly COMET. Lead the reconciliation exercise from the M&E unit’s side coordinating with the logistics team on a regular basis.
6. Manage decentralized evaluations to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). Facilitate/contribute to mid-term thematic reviews, which are intended for internal learning, strategic and operational decision-making.
7. Contribute to centralized evaluations managed by the Office of Evaluation, joint United Nations Development Action Framework (UNDAF) evaluations and donor-led evaluations in the country.
8. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations through development and follow-up of action plans for PDMs, Reviews, and Evaluations undertaken.
9. Take responsibility for integrating protection and gender perspectives in and identify areas in monitoring where the same can be enhanced with support from the Gender and Protection (G&P) unit.
10. Build M&E capacity of WFP staff and partners including government counterparts through designing M&E programs, delivery of training and information sharing. Manage junior staff members and guide as required to enable high performance.
11. Contribute to the development and reporting of the UNDAF Joint Work Plans (JWPs).

• Number of monitoring surveys supported, and reports generated that fed in to other reporting and helped decision making
• Number of monitoring action plans developed and followed upon
• Number of evaluations managed and/or supported
• Data quality and timeliness maintained in COMET and relevant follow up ensured during reconciliations
• Data quality and timeliness maintained for UNDAF JWPs
• Timely M&E inputs ensured for corporate, donor and other reporting
• Innovative approaches applied for ensuring monitoring findings overlay and are available for use
• Capacity strengthening initiatives undertaken for staff, CPs and Government
• Regular process monitoring and relevant follow up ensured in the field for all activities

QUALIFICATIONS AND EXPERIENCE REQUIRED
• Education: Advanced university degree or Bachelor's degree with experience and training/courses in one or more of the following disciplines: social sciences, development studies, economics, agriculture, international affairs, business administration, education or a field relevant to international development assistance
• Experience: At least three years post-graduate, progressively responsible experience of which at least two years in monitoring and evaluation, vulnerability analysis, development or a closely related area or projects. Experience with UN will be preferred.
Knowledge & Skills:
• Excellent writing and communication skills in English.
• Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook, Access) and Statistical Programs (such as SPSS and STATA).
• General knowledge of UN system policies, rules, regulations, and procedures governing administration.
Languages: Working knowledge of English (proficiency/level C)
