JOB DETAILS:
The Nile Basin Initiative (NBI) is a partnership of the riparian states of the Nile. The NBI seeks to develop the river basin resources in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security. Within the agenda of the NBI, the Governments of Burundi, Rwanda and Tanzania received financial support from World Bank for preparation of the Regional Rusumo Falls Project (RRFP), conceived as part of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). .

Job Responsibilities: The Social and Resettlement Officer will report and be accountable to the Lead Environmental, Social and Safeguard Specialist of Regional Rusumo Falls Hydroelectric Project.

Qualifications and Experience
The Officer, will be selected on the basis of the following criteria:
1. A Bachelor’s Degree in Sociology, Development Studies, Social Anthropology, Community Development, Political Science or related field.
2. Expertise in the development and use of participatory approaches at all levels (regional, national and community), preferably in complex projects with demonstrable tangible positive impact on project implementation. Experience with social marketing or behavior change will be an asset.
3. At least five (5) years of work experience in the management of social issues/dimensions using participatory approaches with a range of stakeholders. Such social dimensions include poverty and vulnerability, gender, HIV/AIDS, Gender Based Violence, conflict, labour issues and migration).
4. Recognized knowledge and technical expertise in displacement, resettlement and valuation and compensation frameworks. Knowledge of World Bank Resettlement Policies and procedures will be an added advantage.
5. Recognized knowledge and expertise in stakeholder engagement including community interactions, grievance redress handling and awareness raising (on stakeholders’ rights and project processes etc).
6. Excellent consensus-building, multi-cultural, and inter-personal skills.
7. Excellent writing, analytical, presentation, and reporting skills.
8. Must be fluent in both English and Kinyarwanda languages. Fluency in another sub-basin language like Kiswahili or Kirundi will be an added advantage.
9. Must be knowledgeable in the Rwandan administrative settings and hierarchy in addition to having a deep understanding of the cultures and norms of the communities that are impacted by the project.
10. Good computing skills, including knowledge of software packages for word processing, databases, and spreadsheets; Familiarity with modern communication systems (such as Internet, worldwide web, email, etc).
