Consultation _Select of Print Provider(S) / Communications Tender at CANAL + RWANDA

Keen to present high-quality POS materials, CANAL+ has decided to consult with one or more printing providers for the 2027 financial year. 

CANAL+ (the “Client”) wishes to use service providers, whose quality of printing services is recognized, capable of producing good quality POS materials.

Therefore, successful candidates must be able to continuously propose solutions that enable:

• To guarantee competitive costs.
• To guarantee the quality of the prints
• Meet the deadlines.

CLIENT PRESENTATION

The CANAL+ Group (CANAL+ RWANDA & CANAL+ Telecom RWANDA LTD), a private limited company, 

CANAL + RWANDA markets program packages called "CANAL+ Offers" in Rwanda. 

These program offers are marketed in the territory to individual or professional clients through a dedicated subscription.

CANAL + Telecom RWANDA Ltd is a telecommunications operator specializing in providing internet services in Kigali, Musanze and Rubavu.

NATURE OF SERVICES

CANAL+ will select printing service providers capable of producing point-of-sale (POS) advertising materials in various formats: 

• Banners, 
• Flyers, 
• Stickers,
• Posters,
• Goodies,
• Re-subscription calendars, etc.

Candidates must respect and be able to respect the technical specifications of the POS materials ordered by CANAL+.

GENERAL TERMS AND CONDITIONS

Business requirements

The Client wishes to use one or more service providers whose service characteristics are as follows:

• Competence and qualifications of its staff
• Quality of service offered (professionalism, security of goods, respect for deadlines and follow-up obligations)
• Ability to put in place the appropriate resources and means to meet the specifications
• Ability to manage different services
• Ability to offer reliable information and communication technologies (ICTs) that can be integrated into an information system.
• Possessing good financial stability

Compliance requirements

The candidates:

• They must not have as corporate officers/directors politically exposed persons, or persons holding a public mandate, or occupying a position in the civil service;
• They must adhere to and respect all the compliance and governance rules put in place by the CANAL+ Group relating in particular to the protection of workers, the absence of child labor, environmental protection, the fight against corruption, and the protection of personal data.

Legal, tax and commercial conditions

• Certificate of registration with the Trade and Personal Property Credit Register
• Having a registered office and a physical address in Rwanda
• The company's directors must not have been subject to any civil, commercial or criminal conviction, nor any measure depriving them of their civic rights during the three years preceding the date of submission.
• To hold an insurance policy covering professional risks
• To be up-to-date with one's tax obligations, both in terms of filing and contributions.
• Having a bank account in Rwanda

Documents to be provided and deadlines

Items to provide

Information to be provided in a single presentation document:

• Company presentation: Legal form, statutes and field of activity
• Presentation of the activity report for last year. 
• Motivation for the organization's application, ambitions and business development strategy
• Human resources to be mobilized
• References from key clients.

Other items to provide:

• Copy of RDB Certificate
• Insurance policy certificate
• Tax clearance certificate – or proof of payment of social security contributions for the last 3 months
• Extract from the manager's criminal record (bulletin number 3)
• Certificates of completed work would also be welcome.

NB:  In the event that the offer is accepted, it is specified that any service which will be invoiced and which does not appear on the commercial offer will be refused.

METHODS OF RESPONSE

Submission of proposals

Applications must be submitted no later than 30/07/2026 at 12:00 in sealed envelopes to the CANAL+ headquarters located at Sanlam towers, 5th Floor, Kigali, addressed to the logistics department and must be marked "AO for SELECTION OF CANAL+ PRINT SERVICE PROVIDER". 

Case review process

The following steps will take place before deliberation:

• Application analysis
• Interviews with shortlisted candidates
• Purchasing Committee 
• Tender confirmation letter
• Pre-contractual discussions

Under no circumstances is CANAL+ obliged to choose or retain a candidate, regardless of the final assessment of their application file, and the candidate may not claim any compensation whatsoever (application fees, etc.) or damages.

CASE PROCESSING

All information provided will be used to process the application in accordance with applicable regulations and those concerning the protection of personal data. By submitting their application, the applicant authorizes CANAL+ to use the information and data provided and to retain it for a period of one (1) year for applications that are not successful.
